Job Overview:
The Program Development and Reporting Manager will play a crucial role in supporting the VenEsperanza Cash Consortium, which focuses on delivering food assistance through cash transfers and complementary livelihoods support to vulnerable populations, including Venezuelan refugees and migrants. This position involves building and administering the cash program, coordinating proposal development processes, and ensuring high-quality donor reporting. The Manager will also provide guidance on donor compliance and work collaboratively with various teams to maintain program quality. The role requires excellent communication skills, a solution-focused mindset, and the ability to work independently with limited supervision.

Duties and Responsibilities:
  • Lead and facilitate consortium working group meetings to ensure effective collaboration among various teams.
  • Establish systems for regular grant monitoring and facilitate discussions to track performance and address risks.
  • Develop advocacy strategies to engage with the Colombian humanitarian community and government.
  • Maintain communication with consortium partners to troubleshoot concerns and provide guidance.
  • Provide management information to senior leadership regarding program performance.
  • Maintain an online grant filing system and compliance tracker.
  • Lead grant kick-off and close-out meetings to ensure compliance with donor regulations.
  • Work closely with finance and compliance teams to ensure adherence to donor regulations.
  • Lead reporting workflows and processes to ensure timely submission of reports. 1
  • Coordinate proposal development processes and manage funding opportunities. 1
  • Hire and supervise team members responsible for administrative and reporting duties. 1

Required Qualifications:
  • Bachelor’s degree required; Master’s degree in a relevant field preferred.
  • Minimum of 5 years of experience in program coordination or management support.
  • Experience in budget management and proposal development.
  • Proven ability to work cooperatively with diverse stakeholders.
  • Experience in the humanitarian context of Latin America and Venezuela.
  • Strong writing and communication skills.
  • Familiarity with USAID/BHA and other donor regulations is a plus.
  • Understanding of adaptive management and monitoring and evaluation practices.

Educational Background:
A Bachelor’s degree is required for this position, with a preference for candidates holding a Master’s degree or equivalent in fields related to Humanitarian or International Development. This educational background is essential to understand the complexities of humanitarian work and program management.

Experience:
Candidates should have at least 5 years of relevant experience in program coordination or management, particularly in humanitarian contexts. This includes experience in writing and analysis of programmatic activities, budget management, and leading coordination among multiple stakeholders. Experience working with donors and external stakeholders is also crucial, as is familiarity with the humanitarian landscape in Latin America and Venezuela.

Languages:
Fluency in both English and Spanish is required for this position. Proficiency in these languages is essential for effective communication with diverse stakeholders and for reporting purposes.

This position is based in Bogotá, Colombia, and requires a commitment to a 5-day work week, with occasional extended hours and weekend work. The role may involve up to 20% travel to project sites, which may include insecure environments.
