Job Overview:
The position of Asociado/a de Programas at WFP in Bogota is crucial for supporting the implementation of humanitarian assistance and development programs aimed at improving security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, nutrition, health, and education for vulnerable populations in Colombia. The role focuses on assisting the Colombian government in achieving the Sustainable Development Goals (SDGs) through technical support and capacity building for local and national entities. The selected candidate will work closely with various stakeholders to enhance the effectiveness of social protection systems and ensure that vulnerable communities have access to essential services. This position requires a strong understanding of social protection policies and programs, as well as the ability to analyze and evaluate their impact on the target populations. The candidate will also be responsible for facilitating inter-institutional coordination and developing mechanisms to implement strategic actions that address the needs of the population effectively.

Duties and Responsibilities:
The duties and responsibilities of the Asociado/a de Programas include:
  • Supporting the development and analysis of laws, regulations, and programs related to the social protection system and social programs at both local and national levels.
  • Developing, adapting, and implementing methodologies for identifying institutional needs and vulnerabilities among populations through workshops, focus groups, and semi-structured interviews.
  • Conducting qualitative and quantitative analyses in collaboration with other WFP units and national/local entities regarding the operation and coverage of social programs.
  • Systematizing and documenting relevant information regarding the operational execution of projects and activities.
  • Assisting in the planning, execution, and documentation of meetings, both virtual and in-person, for project implementation with institutional actors and civil society organizations.
  • Preparing requested information reports and participating in relevant activities and meetings as determined by supervision.

Required Qualifications:
The minimum required qualifications for this position include:
  • Completion of secondary education; a professional degree in economics, political science, government and international relations, sociology is desirable.
  • A specialization or master's degree in public policy, economics, nutrition, or public health is also desirable.
  • A minimum of 6 years of experience in designing and evaluating public programs and policies for vulnerable populations, implementing social programs, and/or cooperation projects with district entities.
  • Additional points will be awarded for experience working with populations living with HIV or at risk of contracting the virus.
  • Experience in coordinating institutional and civil society engagement spaces and developing methodologies for workshops and working groups is also desirable.

Educational Background:
The educational background required for the Asociado/a de Programas position includes the completion of secondary education, with a preference for candidates holding a professional degree in relevant fields such as economics, political science, government and international relations, or sociology. A specialization or master's degree in areas such as public policy, economics, nutrition, or public health is highly desirable and will enhance the candidate's qualifications for the role.

Experience:
Candidates must have a minimum of 6 years of relevant experience in the design and evaluation of public programs and policies aimed at vulnerable populations. This includes experience in the implementation of social programs and/or cooperation projects with district entities. Experience working with populations living with HIV or at risk of contracting the virus will be considered an asset, as will experience in coordinating institutional and civil society engagement and developing methodologies for workshops and group work.

Languages:
Fluency in Spanish is mandatory for this position, as it is the primary language of communication within the organization and with local stakeholders. Proficiency in English is also required to facilitate communication with international staff and to engage in meetings, documentation analysis, and the adaptation of corporate methodologies and tools. Knowledge of additional languages may be considered an advantage but is not mandatory.

The position is offered under a Special Services Agreement (SSA) for a duration of 5 months, with a remuneration level classified as SSA
