Job Overview:
The Administrative Officer position at UNOAU is pivotal in managing various administrative functions within the organization. The incumbent will serve as an adviser on management matters related to human resources, budgeting, financial administration, and general administration. This role involves coordinating the Administrative Support Section, which includes Human Resources, Finance, Field Technology, Transport, and General Services. The officer will be responsible for developing and monitoring work plans and key performance indicators (KPIs) for administrative activities, ensuring that the office secures the necessary human and financial resources. The position requires collaboration with the Chief of Staff and other office components to forecast personnel, financial, and logistical needs. The Administrative Officer will also exercise budgetary controls, certify expenditures, draft guidelines and reports, analyze data for decision-making, and represent UNOAU in various committees and meetings. This role is essential for ensuring that administrative support is effectively provided to all parts of the office and other entities as required.

Duties and Responsibilities:
The Administrative Officer will undertake a comprehensive set of responsibilities, including: acting as an adviser on management matters related to human resources, budgeting, financial and general administration; coordinating and managing the Administrative Support Section; developing and monitoring work plans and KPIs; planning and forecasting personnel, financial, and logistical requirements; exercising budgetary and administrative controls; certifying office expenditures; drafting guidelines, reports, and correspondence; collecting and analyzing data to identify trends; providing advice on problem-solving; evaluating support provided by the Administrative Support Section; liaising with auditors and monitoring implementation of recommendations; facilitating logistical support; representing UNOAU in various boards and committees; and performing other duties as assigned.

Required Qualifications:
Candidates must possess a proven ability in executive office or field service delivery, with a strong understanding of UN financial and human resources administrative rules and regulations. The ability to analyze and interpret data for decision-making is essential, along with a commitment to gender perspectives and equal participation in all areas of work. The candidate should demonstrate professionalism, accountability, and client orientation, ensuring that services provided meet the needs of clients and stakeholders. The role requires effective management of performance, including delegating responsibilities and providing feedback to staff.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, human resources management, finance, accounting, or a related field is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, as is management training such as SMART and Management Development Programme.

Experience:
Candidates must have at least seven years of progressively responsible experience in human resources, budget, finance, or general administration, particularly in field operations. Hands-on management experience with UN administrative and financial rules is required, along with experience in cross-cutting administrative service delivery. Proven experience in managing professional staff in an international context and working with intergovernmental processes on budgetary matters is essential. Experience in data analytics or related areas is desirable, as is UN field mission experience and handling complex organizational issues at the international level.

Languages:
Fluency in English, both oral and written, is required for this position. Knowledge of another UN official language is desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is defined as 'confident' in two of the four areas.

Additional Notes:
This position is financed by the Support Account for Peacekeeping Operations and is initially for a period of one year, subject to availability of the post or funds, budgetary approval, or extension of the mandate.
