Job Overview: The position of International Consultant for Viet Nam Country Analysis 2025 involves conducting a comprehensive analysis to inform the new Cooperation Framework for 2027-203
The consultant will be responsible for producing a high-quality Country Analysis (CA) report that provides strategic recommendations to enhance the UN's role in supporting Vietnam's Sustainable Development Goals (SDGs) and national priorities. The consultant will work closely with the UN Resident Coordinator Office (UN RCO) and the Programme Management Team (PMT) to ensure the report is coherent, high-quality, and reflective of diverse stakeholder inputs. The role requires a deep understanding of sustainable development issues in Vietnam and the ability to synthesize complex information into actionable recommendations.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including: conducting in-depth analysis for drafting chapters of the CA report based on the Concept Note and UNDCO’s CA Guidance; consolidating inputs from UN agencies and producing a complete draft report; presenting findings and recommendations to stakeholders during multi-stakeholder consultations; and ensuring the final report reflects high-quality analysis and coherence. The consultant will also be expected to travel to Hanoi for consultations and engage with various stakeholders, including government entities, civil society organizations, and international partners, to gather insights and feedback.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in public policy, economics, development studies, international development, or a related field. A minimum of 5 years of professional experience in public and development policy research, policy analysis, and advisory roles is required. Additionally, experience in applying economic principles to public policy and development programming, as well as preparing analytical papers in sensitive political contexts, is essential. Familiarity with UN guiding principles such as Human Rights-Based Approach (HRBA), Gender Equality and Women’s Empowerment (GEWE), and Leaving No One Behind (LNOB) is desirable, along with previous work experience in Vietnam or Southeast Asia.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as public policy, economics, development studies, or international development. This advanced education is crucial for understanding the complexities of sustainable development and the analytical skills needed to produce high-quality reports and recommendations.
Experience: The position requires a minimum of 5 years of professional experience in public and development policy research, policy analysis, and advisory roles. Candidates should have a proven track record in applying economic principles in public policy and development programming, as well as experience in preparing analytical papers and reports in sensitive political contexts. Previous work experience in Vietnam or Southeast Asia is highly desirable, as is familiarity with the UN development system.
Languages: Fluency in English is mandatory for this position, as the consultant will be required to communicate effectively with diverse stakeholders and produce high-quality written reports. Proficiency in Vietnamese or other languages relevant to the region may be considered an asset but is not mandatory.
Additional Notes: The expected duration of the consultancy is from April 30 to October 31, 2025, with a total of 30 working days. The consultant will work primarily from home but is expected to travel to Hanoi for multi-stakeholder consultations. The total remuneration for this consultancy is US$15,000, with payments structured based on deliverables: 60% upon submission of the first draft and 40% upon submission of the final draft. The UN emphasizes that it does not charge any fees during the recruitment process and does not request information regarding applicants’ bank accounts.
