Job Overview: The Partnerships Officer position is a fixed-term limited role located in the United Nations Resident Coordination Office (RCO) in Djibouti. The incumbent will report to the Senior Development Coordination Officer, Strategic Planning and Head of RCO. The primary function of this role is to provide substantive support for strategic planning and coordination of UN Country Team (UNCT) strategic partnerships with civil society, the private sector, and other stakeholders to achieve the Sustainable Development Goals (SDGs). The officer will assist in the development and implementation of the UN Partnership Strategy, support resource mobilization initiatives, and contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level. This position requires a proactive approach to identifying partnership opportunities, managing relationships with various stakeholders, and ensuring effective communication and collaboration within the UN system and with external partners.
Duties and Responsibilities:
Assist with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and others for SDG achievement. This includes advising on the development and implementation of the UN Partnership Strategy, supporting working groups for effective implementation, and conducting liaison with UN entities at various levels.
Participate in joint partnership and resource mobilization initiatives, providing support to develop and implement resource mobilization strategies for Cooperation Framework priorities, monitoring existing partnerships, and advising on funding opportunities.
Work closely with the Resident Coordinator Office Economist and other UN country team finance experts to promote partnerships that support financing for the SDGs, preparing briefing papers, and contributing to advocacy and communication efforts.
Contribute to knowledge management and capacity development relating to partnerships and resource mobilization, promoting collaboration and sharing best practices within the UN system.
Collect and analyze data to identify trends and provide insights for data-driven planning and decision-making.
Perform other duties as assigned, ensuring that all requirements and background information used for data analysis are documented.
Required Qualifications: The position requires an advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates must demonstrate professionalism, planning and organizing skills, and client orientation in their work.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Completion of programs in data analytics or related fields is advantageous.
Experience: A minimum of five years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance is required. Candidates should have experience in preparing project/programme proposals and developing and implementing partnership and resource mobilization strategies. Experience in supporting financing for the SDGs is desirable, as is experience in data analytics or related areas.
Languages: Fluency in French is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of English is also required. Knowledge of another official United Nations language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' means a rating of 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment for one year, subject to availability of funds and budgetary approval. The position is open to nationals of Djibouti only, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidate is identified, Djibouti nationals residing elsewhere may be considered, with the candidate responsible for any travel and relocation costs.
