Job Overview: The Extended-Term Consultant (ETC) position within the Development Impact Measurement Department (CDI) of IFC is designed to support the implementation of the Measurement, Research, and Evaluation agenda for Micro, Small, and Medium Enterprises (MSME) Finance. The role involves conducting extensive research to assess the effectiveness of IFC's investments and advisory services aimed at expanding lending to MSMEs in emerging markets. The consultant will be responsible for designing and implementing market case studies, utilizing both quantitative and qualitative research methods. This includes conducting interviews with financial institutions, analyzing loan portfolio data, and executing representative surveys of MSMEs. The consultant will also be tasked with planning and delivering on project milestones, managing survey firms, and ensuring high-quality data collection and analysis. The position requires strong project management skills and the ability to collaborate effectively with various stakeholders, including local survey firms and IFC clients. The ETC will contribute to ongoing research projects and lead new initiatives, thereby playing a crucial role in enhancing the evidence base for IFC's MSME finance programs.
Duties and Responsibilities: The Extended-Term Consultant will have a comprehensive set of responsibilities, including but not limited to: designing and implementing market case studies focused on MSME finance; applying a mix of quantitative and qualitative research methods; conducting market research and interviews with financial institutions; analyzing loan portfolio data; executing representative surveys of MSMEs; embedding experimental or quasi-experimental features in research designs; planning and delivering on project milestones; managing the recruitment and oversight of survey firms and other consultants; leading day-to-day project management; ensuring quality oversight and analysis for ongoing field research; establishing strong working relationships with local survey firms; overseeing data collection and implementing quality control measures; maintaining regular communication with IFC clients and research firms; co-leading the analysis and drafting of reports summarizing research insights; contributing to the ongoing MSME finance research agenda; and leading the preparation and launch of new research projects in various regions.
Required Qualifications: Candidates must possess a PhD in economics or a related field, or a Master's degree in a related field accompanied by at least six years of relevant professional experience. This experience should demonstrate strong analytical skills in results measurement and economic analysis, particularly within the financial sector. Prior work experience in managing field research in financial services, especially in developing country contexts, is essential. Experience with impact evaluation projects is considered a significant advantage. Candidates should exhibit strong analytical and quantitative skills, with proficiency in statistical methods and programs such as Stata or R. A solid understanding of economic theory, both macro and micro, and its application to emerging markets is required. Additionally, candidates should demonstrate proficiency in results measurement and evaluation methods, including survey design and implementation, as well as experimental and non-experimental evaluation designs.
Educational Background: The educational background required for this position includes a PhD in economics or a related field. Alternatively, candidates with a Master's degree in a related field will be considered if they have at least six years of relevant professional experience. Additional Notes: This position is a one-year appointment, with the possibility of renewal at the discretion of the World Bank Group. The maximum duration for Extended-Term appointments is three years. If an Extended-Term appointment concludes before a full year, it will still count as a full year towards the lifetime maximum. Former and current Extended-Term staff who have completed any portion of their third-year appointment are ineligible for future Extended-Term appointments.
