Job Overview:
The Fiscal Affairs Department of the IMF is seeking qualified candidates for the role of Technical Assistance Advisor within its Revenue Administration Division. This position is crucial for leading and participating in capacity development (CD) projects aimed at enhancing revenue administration in various countries. The successful candidate will be responsible for developing strategies to implement significant revenue policy and administration reforms, modernizing tax and customs functions, and managing medium-term CD projects. The role requires a strong background in revenue administration, as well as the ability to engage with national authorities and donors effectively. The advisor will also support training, research, and analytics efforts within the division and may participate in Fund lending programs and surveillance missions when relevant revenue administration issues arise.

Duties and Responsibilities:
The Technical Assistance Advisor will have a comprehensive set of responsibilities, including but not limited to: leading and managing capacity development projects in revenue administration; providing technical advice and guidance to member countries on revenue policy and administration reforms; ensuring quality control of the technical assistance provided; engaging with national authorities and stakeholders to foster effective cooperation; conducting training sessions and workshops to enhance the skills of revenue administration personnel; participating in research and analytical efforts to support the division's objectives; and contributing to the development of strategies for modernizing tax and customs functions. Additionally, the advisor will be expected to undertake significant international travel and engage in virtual capacity development work as necessary.

Required Qualifications:
Candidates must possess a university degree or equivalent qualification relevant to professional work, along with a minimum of four years of professional experience. Preference will be given to those with at least 10 years of experience in tax or customs administration or in an international organization focused on capacity development in revenue policy and administration. Strong oral and written communication skills in English are essential, as well as excellent interpersonal skills and the ability to work collaboratively in a multicultural environment. Candidates should also demonstrate a willingness to travel internationally and engage in virtual capacity development activities when required.

Educational Background:
The position requires a university degree or an equivalent qualification that is relevant to the professional work in revenue administration. This educational background should provide a solid foundation in economic principles, public finance, or a related field that supports the functions of the Technical Assistance Advisor role.

Experience:
The ideal candidate should have a minimum of four years of relevant professional experience, with a strong preference for candidates who have at least 10 years of experience in tax or customs administration or in providing capacity development on revenue policy and administrative matters. Experience in senior management roles within revenue administrations or international organizations is highly desirable, as is a proven track record of leading significant reforms in revenue administration.

Languages:
Proficiency in English is mandatory, with strong oral and written communication skills required. Additionally, the ability to speak and write in one or more of the following languages is advantageous: Arabic, French, Russian, or Spanish. This multilingual capability will enhance the advisor's effectiveness in engaging with diverse stakeholders and conducting capacity development activities across different regions.
