Job Overview:
The consultant will play a crucial role in finalizing all documentation related to the submission of the MOWIP (Military Operations for Women in Peacekeeping) project, ensuring that feedback from the Elsie Secretariat is incorporated effectively. This position requires establishing communication with Armed Forces focal points who participated in previous workshops to plan collaborative working sessions. The consultant will review existing documentation, including the Prodoc and its annexes, and make necessary adjustments based on stakeholder input. The ultimate goal is to prepare a comprehensive and polished submission for UN Women, which will be forwarded to the Elsie Secretariat for approval. This consultancy is home-based, allowing for flexibility while ensuring that all deliverables are met within the specified timelines.

Duties and Responsibilities:
  • Establish contact with Armed Forces focal points involved in the proposal development workshops to coordinate working sessions with the support of UN Women.
  • Review all relevant documentation with the focal points, making recommended adjustments and additions to ensure clarity and completeness.
  • Work on the Prodoc and its annexes, which include the Technical Proposal, Workplan Timeline, Budget, and Project Risk Assessment, ensuring they are enriched and finalized based on feedback received.
  • Prepare and submit an inception report detailing the methodological approach and timetable for meetings by the specified deadline.
  • Draft the first version of the PRODOC after consultations with all relevant stakeholders, ensuring it reflects their input and meets UN Women’s standards.
  • Finalize the PRODOC and its annexes, incorporating all comments and ensuring acceptance by UN Women before submission to the Elsie Secretariat.
  • Ensure all documentation is organized, accurate, and ready for transmission to the Elsie Secretariat by the due date.

Required Qualifications:
  • At least a Master’s degree in economics, social sciences, anthropology, philosophy, or a related field.
  • A minimum of 5 years of professional experience in areas relevant to the consultancy, particularly in peacekeeping operations.
  • Proven experience in drafting high-quality project documents and reports.
  • Strong communication skills, both oral and written, with proficiency in English and French.
  • Good knowledge of gender analysis and mainstreaming practices.
  • Ability to work collaboratively with diverse stakeholders, including government institutions and UN agencies, demonstrating effective coordination and collaboration skills.
  • Excellent analytical skills with a keen attention to detail, ensuring consistency and accuracy in documentation.

Educational Background:
Candidates must possess at least a Master’s degree in a relevant field such as economics, social sciences, anthropology, or philosophy. This educational background is essential to understand the complexities of gender issues and the operational frameworks within which UN Women operates, particularly in peacekeeping contexts.

Experience:
The position requires a minimum of 5 years of professional experience, specifically in peacekeeping operations or related fields. Candidates should have a solid track record of working in environments that require strong communication and project management skills. Experience in drafting project documents and reports is crucial, as is familiarity with gender analysis and mainstreaming.

Languages:
Fluency in both English and French is mandatory for this position. Candidates must demonstrate strong oral and written communication skills in both languages to effectively engage with stakeholders and produce high-quality documentation. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
