It was established to create a collaborative platform for effective and principled interaction, engagement, advocacy, and coordination of humanitarian and early recovery interventions in Cameroon. Currently, CHINGO has a core membership of 31 members and observers, serving as a critical platform for ensuring effective information sharing and analysis, leadership on advocacy and policy engagement, and liaison with government, donors, and UN agencies to ensure that the perspectives of INGOs and affected populations are included in decision-making processes. CHINGO is governed by an elected Steering Committee consisting of five Country Directors and is administratively hosted by the Norwegian Refugee Council (NRC).
Job Overview: The CHINGO Director is responsible for facilitating, leading, and ensuring the quality of the INGO Forum’s work, keeping it relevant to members and aligned with the context. The Director oversees INGO engagement across CHINGO, elevates operational concerns into strategic decision-making, and represents CHINGO on regional and global platforms to raise its profile. The role requires compliance with CHINGO approved policies and procedures, as well as adherence to donor policies, guidance, and procedures. The Director will proactively set agendas and facilitate collaboration between member INGOs, LNGOs, the UN system, and government officials, enabling effective decision-making through information sharing and analysis. High-level representation of INGO interests in external meetings and planning efforts nationally and globally is essential, along with strategic guidance and encouragement of common advocacy and policy engagement. The Director will manage the Secretariat team, which includes CHINGO national officers, and oversee office operations in Yaounde, providing strategic oversight of operations and ensuring compliance with procedures for the operation of the NIF office.
Duties and Responsibilities: The CHINGO Director will be responsible for the following duties and responsibilities:
Ensure compliance with and adherence to CHINGO approved policies and procedures, as well as donor policies, guidance, and procedures.
Proactively set agendas and facilitate collaboration between member INGOs and LNGOs, the UN system, and government officials.
Enable sharing of information and analysis for effective decision-making.
Represent INGO interests in external meetings and planning efforts nationally and globally.
Strategically guide and encourage common advocacy and policy engagement.
Manage the Secretariat team, including CHINGO national officers.
Oversee office operations in Yaounde and provide strategic oversight of operations.
Provide leadership to the office by encouraging delegation, accountability, and teamwork.
Ensure the development of and compliance with procedures for the operation of the NIF office. 1
Be responsible for budgeting, budget management, and accountability with the support of the CHINGO operations team. 1
Be responsive to staff and ready to support them as needed, advocating for staff well-being. 1
Appreciate political necessity and delicate policy issues in humanitarian access and the application of principles to programming.
Required Qualifications: The position requires the following qualifications:
A minimum of 5 years of experience in a conflict or post-conflict setting with an INGO in a coordination or senior management role (e.g., Country Director or similar levels).
Experience working in complex humanitarian situations and contexts is preferred.
Proven high-profile management, coordination, and advocacy experience in a humanitarian context.
Demonstrated communication, leadership, interpersonal, and negotiation skills.
Documented skills in developing proposals, budgets, and reports.
Strong advocacy experience in conflict-affected countries.
Demonstrated knowledge of humanitarian architecture, the UN system (HCT, ISWG, Clusters), and understanding of the Humanitarian reset and the Accelerated Transition.
Familiarity with HDP Nexus contexts, Durable Solutions, and Localization. 1
Knowledge of international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law and humanitarian reform. 1
Strong understanding of conflict sensitivity and protection. 1
Documented results related to the position’s responsibilities. 1
Knowledge of the Cameroon context or previous experience working in Cameroon or the West Africa/Sahel region. 1
Experience in administration and coordination of coalition or secretariat functions is a plus. 1
Strong communication, interpersonal, facilitation, and diplomatic skills.
Educational Background: The educational background required for this position includes academic qualifications in international relations, political science, development, or other relevant fields. A strong educational foundation in these areas is essential for understanding the complexities of humanitarian work and the political landscape in which the CHINGO operates.
Experience: The level of experience needed for the position includes a minimum of 5 years in a conflict or post-conflict setting with an INGO in a coordination or senior management role. Experience in complex humanitarian situations and contexts is preferred, as the role demands a deep understanding of the challenges faced in such environments.
Languages: Fluency in English and French, both written and verbal, is mandatory for this position. Strong writing and editing skills in both languages are essential for effective communication and documentation. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The duty station for this position is Yaounde, Cameroon. The contract duration is for 12 months with the possibility of extension. The salary and benefits are based on grade 11 on NRC’s salary scale.
