Job Posting Organization: The International Organization for Migration (IOM) was established in 1951 and is the leading agency of the United Nations system on migration issues. In Cameroon, IOM supports the government in implementing national, regional, and international frameworks related to migration, in line with the 2030 Agenda, the African Union's Agenda 2063, and national development priorities. Since 2016, IOM has been assisting the Cameroonian government in mobilizing and engaging the diaspora for national socio-economic development. Although the National Development Strategy 2020-2030 recognizes the diaspora as a strategic lever for financing and skills transfer, Cameroon does not yet have a formalized and structured national strategy for diaspora engagement. In this context, and in accordance with high government directives assigning MINREX the responsibility for mobilizing diaspora resources, IOM is implementing, with the support of the IOM Development Fund (IOMDF), a project titled: "Strategy for Mobilizing the Cameroonian Diaspora for Socio-Economic Development in Cameroon." IOM seeks to recruit an international consultant responsible for ensuring strategic liaison with MINREX and project partners while providing high-level technical and administrative assistance. This mission will be implemented through consultations with key stakeholders—including diaspora members—and capacity-building sessions.
Job Overview: The overall objective of the consultancy is to support the Government of Cameroon, through MINREX, in developing and validating a national strategy for mobilizing the Cameroonian diaspora, accompanied by an action plan and a gender-sensitive monitoring and evaluation framework. The consultant will accelerate the implementation of priority project activities, design the methodological framework and format for consultations (including objectives, participant selection, documentation, and expected deliverables) to ensure their coherence and direct contribution to the national strategy formulation process. The consultant will contribute to mapping and analyzing the profiles of the Cameroonian diaspora, considering geographical, socio-demographic, and gender dimensions. They will facilitate all strategic and operational meetings, ensuring neutral, inclusive, and results-oriented moderation, and document each session analytically (reports, minutes, executive summaries, recommendations, etc.). The consultant will develop agendas, discussion frameworks, technical sheets, and necessary support materials, strengthen technical and administrative coordination between IOM, MINREX, and other national and international stakeholders—including diaspora members—and facilitate an inclusive consultative process for developing the strategy and action plan. They will also enhance the institutional capacities of MINREX and its partners regarding diaspora engagement and formulate, consolidate, and ensure the validation process of the national diaspora mobilization strategy, including its action plan and policy briefs, based on stakeholder consultation results (points of convergence and divergence, thematic tracks, priorities, and strategic axes). This process will integrate cross-cutting recommendations—particularly regarding gender, environment, human rights, and intersectoral coherence—while ensuring alignment with national and international frameworks, standards, and norms, especially those of the Government and IOM.
Duties and Responsibilities: The consultant will support the organization and facilitation of consultations with the Advisory Committee and key stakeholders, including diaspora representatives; coordinate and capitalize on thematic contributions from experts mobilized for the project; supervise and ensure quality assurance of the work of the national consultant; conduct a thorough documentary review and analyze existing data related to the Cameroonian diaspora; contribute to the design and implementation of disaggregated data collection tools, including questionnaires and digital databases; support field missions in targeted countries to consult diplomatic missions, diaspora organizations, and other key actors; develop, based on analyses and consultations, a draft national strategy for mobilizing the diaspora and its action plan; support the preparation and facilitation of workshops, round tables, and training sessions planned by the project; ensure continuous technical support that fosters ownership of products by national institutions; produce a consolidated report of consultations and workshops serving as a baseline document for launching the drafting of the National Diaspora Strategy and its action plan.
Required Qualifications: The consultant must possess excellent institutional communication and multi-stakeholder coordination skills; proven expertise in diplomatic, consular, and international cooperation fields; confirmed experience in research, collection, analysis, processing, consolidation, and management of quantitative and qualitative statistical data; in-depth knowledge of migration dynamics in the Cameroonian context and relevant regional and international frameworks (EU, IOM, AU, etc.); solid understanding of migration and development issues, with relevant experience in developing national policies or strategies for diaspora mobilization in Africa and/or globally; experience working with diaspora associations or networks, state and non-state actors, diplomatic and consular missions, international organizations, UN system, civil society organizations, development partners, and the private sector; solid experience in designing methodological frameworks, political events, and policy brief formats that meet international standards; excellent analytical, writing, and facilitation skills for consultative processes (policy briefs, syntheses, position papers).
Educational Background: The consultant must hold a higher university degree (Master's or equivalent) in social sciences (law, political science, sociology, international relations, development, or related fields), migration governance, public policy development, and multi-stakeholder coordination.
Experience: The consultant should have at least five (5) years of experience in migration governance, facilitating high-level workshops, developing and coordinating public policies, and strategic analysis and report writing.
Languages: Fluency in French and/or English is required; knowledge of another official UN language is an asset.
