Job Overview:
The primary objective of the Coordinator for Ethics and Compliance is to ensure the compliance of internal practices and to promote good internal control practices. This role is crucial for the success of external audits and involves implementing recommendations effectively. The Coordinator actively participates in the prevention and management of abusive behaviors and establishes risk management within the organization. They serve as the main contact for headquarters regarding audits, abuse prevention, management, and internal ethics and compliance procedures. The position faces significant challenges, including managing substantial volumes of grants across multiple countries, particularly following recent mergers of missions in Chad, Cameroon, and the Central African Republic. The role requires the ability to coordinate audits, manage alerts and reports, and enhance the capacities of the Ethics and Compliance team.

Duties and Responsibilities:
The Coordinator will be responsible for coordinating audit preparations with relevant teams, structuring internal processes, mapping existing practices regarding document management and compliance across three countries, and proposing harmonization strategies. They will also strengthen the capacities of the Ethics and Compliance Manager and field colleagues regarding donor expectations. In the Democratic Republic of the Congo (RDC), the Coordinator will manage all alerts and reports, lead investigations, and propose management tools. Additionally, they will support archiving practices within the mission. The role requires a proactive approach to addressing issues of fraud, corruption, and safeguarding, ensuring that the organization maintains high ethical standards in its operations.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in the humanitarian sector and at least 5 years in a similar position. Technical skills required include comprehensive audit management, conducting internal audits with local partners, and the ability to communicate compliance and ethics issues to non-specialist colleagues. Proven experience in investigations related to various types of abuse, fraud, and safeguarding is essential. The candidate should demonstrate autonomy, coordination skills, and a strong sense of teamwork, along with a solid intercultural sensitivity and adaptability to diverse contexts. Stress management skills are crucial, as the role involves working under pressure with significant workloads and tight deadlines.

Educational Background:
A minimum educational requirement of a BAC + 5 degree in fields such as Accounting, Administration, Finance, Audit, or Control is necessary for this position. This advanced education will provide the foundational knowledge required to navigate the complexities of compliance and ethics within the humanitarian sector.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a comparable role. This experience should include managing audits, compliance, and ethical standards within an organization, particularly in challenging environments. Prior experience in emergency contexts, especially in Central Africa, is highly desirable.

Languages:
Fluency in French is mandatory, and proficiency in English is also required. These language skills are essential for effective communication within the organization and with external stakeholders, including donors and partners.

  • The salary is competitive, starting from EUR 2860 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem is provided, varying by location (USD 800 in RDC and USD 600 in Cameroon). SI covers housing costs and travel expenses between the expatriate's home country and the place of assignment. The role includes a break system, allowing for 7 working days off every three months, with additional rest days accrued monthly. Expatriates receive comprehensive health insurance covering medical expenses, including dental and ophthalmological care, and necessary vaccinations. The living conditions in Yaoundé are comfortable, with modern accommodations and access to leisure activities. However, security constraints exist due to the presence of armed groups and logistical challenges in certain areas.
