Job Overview: The Country Humanitarian Access and Safety (HAS) Coordinator plays a crucial role in ensuring that humanitarian operations are conducted safely and effectively in challenging environments. This position is responsible for managing safety and security risks, developing humanitarian access strategies, and facilitating principled humanitarian programming. The HAS Coordinator will work closely with the HAS Manager and director" style="border-bottom: 1px dotted #007bff !important;">Country Director to implement the NRC Global HAS Management System, prepare necessary reports, and execute the HAS Operational Plan. The role also involves building the capacity of staff and partners in safety and security protocols, ensuring adherence to organizational policies, and fostering a culture of safety within the organization. The HAS Coordinator will contribute to contextual analysis and the development of country-level HAS documents, including contingency plans and Standard Operating Procedures (SOPs).
Duties and Responsibilities:
Support the HAS Manager and Country Director in implementing the NRC Global HAS Management System at the country level.
Prepare reports as required and execute the HAS Operational Plan.
Line management responsibility for direct reporting staff, including performance management, workforce planning, recruitment, and staff development.
Assist the HAS Manager with contextual analysis and the development of country-level HAS documents.
Conduct Security Risk Assessments (SRAs) and access assessments, collaborating with management to implement relevant mitigation measures.
Maintain oversight of compliance with NRC’s HAS Management System.
Co-lead ongoing training initiatives related to Humanitarian Access and Safety, including Hostile Environment Individual Security Training (HEIST) and Field First Aid.
Communicate and coordinate with external actors and coordination structures to enhance humanitarian access and protect humanitarian space. 1
Ensure adherence to NRC policies, guidance, and procedures, particularly regarding HAS policies and procedures.
Required Qualifications:
Minimum three years of relevant experience in a humanitarian or recovery context.
Solid understanding of Humanitarian Principles and their application in programmatic and advocacy responses.
Experience in NGO safety and risk management, humanitarian access, and civil-military coordination.
Previous experience working in complex contexts and understanding of access negotiations.
Proficient in MS Office applications, including Word and Excel.
Prior experience as a trainer is considered an added value.
Educational Background: A relevant degree in a field related to humanitarian work, security management, or a similar discipline is preferred. Additional certifications in safety and security management or humanitarian response are advantageous.
Experience: Candidates should possess a minimum of three years of relevant experience in a humanitarian or recovery context, demonstrating a solid understanding of safety and security protocols, humanitarian access, and risk management. Experience in complex operational environments and access negotiations is essential.
Languages: Proficiency in English and French, both written and verbal, is mandatory for this position. Additional language skills relevant to the operational context may be considered an asset.
