Job Description
Job Posting Organization: The organization focuses on addressing the reintegration challenges faced by returnees in Cameroon, particularly those related to addiction and mental health. It aims to develop actionable frameworks and tools to support reintegration efforts, ensuring that they are sensitive to the needs of individuals affected by substance use. The organization operates in various regions of Cameroon, including Yaoundé, Douala, and Buea, and collaborates with local partners to enhance the effectiveness of its programs.
Job Overview: The consultant will assess the impact of addictions on the reintegration outcomes for AVRR (Assisted Voluntary Return and Reintegration) returnees, while also considering insights relevant to internally displaced persons (IDPs) and ex-associates of non-state armed groups. The primary goal is to develop addiction-sensitive reintegration protocols, screening and referral tools, and a practical model for addiction risk mitigation in reintegration centers. The consultant will also provide evidence-based recommendations for psychosocial and psychiatric care components, create awareness materials, and prepare a comprehensive applied research report that consolidates findings and suggests future programming and partnerships.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Consolidation of Evidence & Applied Analysis: Reviewing existing documents and data related to addiction and reintegration, analyzing patterns of addiction's impact on various aspects of reintegration, and assessing current practices in reintegration centers.
Development of Reintegration Protocols & Operational Tools: Creating an Addiction-Sensitive Reintegration Protocol (ASRP) that includes screening questions, referral indicators, tailored pathways, and guidelines for maintaining drug-free environments.
Awareness, Training, and Capacity Development: Designing a training curriculum for center staff, conducting workshops, and preparing awareness materials for communities.
Partnership Mapping and Future Programming: Identifying national partners for addiction recovery support, mapping relevant stakeholders, and providing recommendations for future projects.
Reporting: Preparing various reports, including an inception report, analytical report, operational protocol package, and a final report summarizing achievements and recommendations.
Required Qualifications: Candidates must possess either a high school diploma with seven years of relevant experience or a Bachelor’s degree in Clinical Psychology, Psychiatry, Public Health, MHPSS, Addiction Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Additionally, candidates should have strong knowledge of substance use disorders, particularly in African contexts, and experience in translating research into practical tools.
Educational Background: The educational requirements for this position include a high school diploma with extensive relevant experience or a Bachelor’s degree in a related field such as Clinical Psychology, Psychiatry, Public Health, MHPSS, or Addiction Studies. The degree must be from an accredited institution, and candidates should have a solid foundation in mental health and addiction management.
Experience: Candidates should have significant experience in mental health, addiction management, or psychosocial programming, particularly in migration, reintegration, or humanitarian settings. This experience is crucial for understanding the complexities of addiction and its impact on reintegration processes.
Languages: Fluency in English and/or French is required for this position, both in oral and written communication. This language proficiency is essential for effective interaction with stakeholders and for the development of training materials and reports.
Additional Notes: The consultancy aims to produce actionable tools and frameworks within a specified timeframe, including an inception report within two weeks of starting the assignment. The position may involve collaboration with various stakeholders, including national partners and local communities, to ensure the successful implementation of addiction-sensitive practices in reintegration centers. The consultant will also be responsible for conducting training workshops and preparing comprehensive reports that summarize findings and recommendations for future programming.
