In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.
Job Description

UN Women operates in multiple countries, including Georgia, where it supports both state and non-state partners in achieving substantive gender equality. The organization focuses on policies, legislation, and grassroots initiatives to drive transformative results for women's rights. UN Women is currently implementing a regional project on Women’s Economic Empowerment in the South Caucasus, funded by the Swiss Agency for Development and Cooperation, which aims to empower economically disadvantaged women in the region. The project has evolved through multiple phases, with the current phase running from September 2024 to August 2026, building on previous efforts to address the challenges faced by women in the labor market and economic participation.

Job Overview:
The position of International Consultant for Women’s Economic Empowerment involves working closely with the UN Women WEE team to enhance the capacity of private sector partners in Armenia, Azerbaijan, and Georgia to implement the Women’s Empowerment Principles (WEPs). The consultant will be responsible for developing and delivering comprehensive training workshops aimed at private sector participants from these countries. This role requires a deep understanding of gender equality issues and the ability to create effective training materials and assessments. The consultant will conduct pre- and post-training evaluations to measure the effectiveness of the training and provide recommendations for further capacity development. This position is crucial in promoting gender-responsive corporate policies and practices that enhance women's access to decent work and support their economic empowerment in the South Caucasus.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including reviewing existing training modules on Women’s Empowerment Principles and developing a detailed agenda and training materials in consultation with UN Women staff. The consultant will conduct a series of 3.5 days of training workshops for private sector participants from Armenia, Azerbaijan, and Georgia. Additionally, the consultant will administer post-training assessments to evaluate the effectiveness of the training and analyze the results. A final report outlining the training process, assessment results, and recommendations for further capacity development will also be required. The deliverables include a detailed work plan, training materials, conducted assessments, and a comprehensive final report.

Required Qualifications:
Candidates must possess an advanced university degree (at least a Master's) in fields such as Economics, Sociology, Law, Gender, Human Rights, or Labor Relations. Alternatively, a first-level university degree combined with nine additional years of relevant experience may be accepted. The position requires at least seven years of professional experience in gender equality and women's rights, with a strong emphasis on providing capacity development training on gender equality and gender mainstreaming to various stakeholders, particularly in the private sector. Knowledge of the Women’s Empowerment Principles and experience in delivering related training is essential. Previous experience working with UN agencies or international organizations is considered a strong asset.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's level) in relevant fields such as Economics, Sociology, Law, Gender Studies, Human Rights, or Labor Relations. In cases where candidates hold a first-level university degree, they must also have nine additional years of qualifying experience to be considered for the role.

Experience:
The position requires a minimum of seven years of relevant professional experience for candidates with a Master's degree, or at least nine years for those with a Bachelor's degree. This experience should specifically relate to gender equality and women's rights, with a focus on providing capacity development training to various stakeholders, including representatives from the private sector. Demonstrated knowledge of the Women’s Empowerment Principles and experience in delivering training on these principles is also required.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages relevant to the South Caucasus region may be considered an asset, although English is the primary language of communication for this role.
