Job Overview: The primary objective of this consultancy is to facilitate the UNCT-SWAP Gender Equality Scorecard process, assessing the effectiveness of the UN Country Team (UNCT) in gender mainstreaming and promoting gender equality and women's empowerment. The consultant will engage with UNCT entities to identify areas of compliance with UNSDG minimum requirements and stimulate constructive dialogue on improving support for gender equality. The role requires a comprehensive understanding of gender issues and the ability to provide actionable recommendations based on assessments. The consultant will also be responsible for drafting reports and action plans based on the findings of the assessment process, ensuring that gender equality is integrated into the UNCT's operational framework.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Assisting UNCT entities in identifying compliance with UNSDG gender mainstreaming requirements.
Facilitating discussions within the UNCT to evaluate current support for gender equality and women's empowerment.
Identifying areas where technical assistance can enhance compliance with gender equality standards.
Sharing best practices to support national priorities for advancing gender equality.
Conducting a thorough review of background documents related to the UNCT-SWAP Gender Equality Scorecard.
Supporting the Inter-Agency Assessment Team (IAT) in collecting data and evidence for performance ratings.
Facilitating working sessions with key stakeholders to discuss performance areas and scoring.
Drafting and finalizing comprehensive reports and action plans based on IAT discussions and feedback.
Required Qualifications: Candidates must possess a Master's degree or equivalent in gender studies, social and political sciences, human rights, international relations, or a related field. A Bachelor's degree combined with at least two years of relevant work experience may be considered in lieu of a Master's degree. A PhD is considered an asset. Additionally, candidates should have a strong understanding of gender mainstreaming practices and experience in development programs at both national and international levels.
Educational Background: A Master's degree in gender studies, social and political sciences, human rights, international relations, or a related field is required. A Bachelor's degree with relevant experience may be accepted. A PhD is advantageous and may enhance the candidate's profile.
Experience: Candidates should have at least 7 years of practical experience in gender mainstreaming within development programs, with 9 years required for those holding a Bachelor's degree. Experience in results-based management, evaluation, and gender data collection and analysis is essential. Familiarity with the Gender Equality Scorecard and experience in conducting gender training for development agency staff are also required.
Languages: Fluency in English, both written and oral, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: This consultancy is entirely home-based, relying on desk research and online interactions with the IAT and UN Women Office in Georgia. The consultant will report to the UN Women Country Representative and the Head of the UN Resident Coordinator's Office, with periodic check-ins scheduled to validate progress.
