Job Overview: The Programme Policy Officer (BIM) position at WFP is a consultancy role based in N'Djamena, Chad, with a contract duration of 11 months. The primary responsibility of this role is to contribute to WFP’s principles and normative guidance on a people-centered approach to delivering assistance. This involves designing business processes, key controls, and requirements for registration, enrollment, verification, and the delivery of cash-based transfers (CBT) and in-kind assistance. The officer will collaborate with various stakeholders, including the CBT HQ, WFP’s Technology division, and product owners, to ensure that necessary business capabilities and user-experience designs are integrated into corporate systems and tools. The role also requires regular field missions to address challenges and enhance operational efficiency, ensuring that the needs of WFP country offices and partners are met through excellent support and service provision.
Duties and Responsibilities: The incumbent will be responsible for a range of operational support tasks, including providing technical assistance to field teams on registration campaigns, verification processes, and ID reconciliation. They will contribute to the rollout of SCOPE Light/PIT, ensuring compliance with WFP standards and beneficiary engagement protocols. The officer will monitor and document anomalies and registration gaps, support data verification exercises, and ensure alignment with transfer plans. Additionally, they will collaborate with data analysts to design anomaly dashboards, implement SOPs for duplication and anomaly resolution, and conduct quality checks on beneficiary data. The role also involves facilitating training sessions for WFP staff and Cooperating Partners, contributing to the IDM/Data Working Group, and maintaining the IDM SharePoint site for knowledge management. The officer will document lessons learned and contribute to donor reporting and evaluations as required.
Required Qualifications: Candidates must possess an advanced university degree in Information Systems, Social Sciences, Statistics, Data Management, Humanitarian Affairs, or a related field. A first university degree may be accepted if accompanied by additional years of relevant experience. The position requires at least three years of professional experience in humanitarian programs, particularly in beneficiary data management, CBT, monitoring, or accountability to affected populations. Familiarity with digital registration tools such as SCOPE or SCOPE Light is advantageous, as is knowledge of data protection principles and humanitarian identity management. Previous experience with WFP, especially in the Sahel context, is considered an asset.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Information Systems, Social Sciences, Statistics, Data Management, or Humanitarian Affairs.
