Job Overview: The Programme Associate plays a crucial role in supporting the Programme Team at UN Women Cambodia by providing administrative, logistical, and programmatic assistance. This position is designed for individuals who are committed to advancing gender equality and women’s empowerment through effective program management. The Programme Associate will work closely with the Programme Analyst-GAL to ensure that the programs are implemented in accordance with UN Women’s rules and regulations. The role involves a variety of tasks including the preparation of work plans, budgets, and proposals, as well as tracking the delivery of funds and supporting the execution of program activities. The Programme Associate will also engage in knowledge sharing and capacity building initiatives, contributing to the overall success of the programs aimed at empowering women and promoting gender equality in Cambodia.
Duties and Responsibilities:
Provide administrative and logistical support for program formulation and management, including preparation of work plans, budgets, and proposals, and tracking fund delivery.
Assist executing agencies with routine delivery and reporting of program activities and finances.
Support the audit process of programs/projects and implement audit recommendations.
Gather and compile data for the preparation of documents, guidelines, and position papers.
Manage financial aspects of the Programme Unit, including creating projects in the Quantum system, preparing budget revisions, and processing payments.
Organize logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team.
Engage in knowledge building by organizing training for staff and partners, and documenting lessons learned and best practices.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications:
Completion of secondary education is required; a university degree in business or public administration, social science, or related fields is preferred but not mandatory.
At least six years of progressively responsible experience in administrative or program management/support with secondary education, or three years with a bachelor’s degree.
Proficiency in using multiple office software packages and experience in a computer environment is required.
Experience in supporting diverse cultural teams and project monitoring is desirable.
Familiarity with web-based management systems and modern ERP systems, preferably Oracle Cloud, is a plus.
Experience in the private sector is also desirable.
Educational Background: The minimum educational requirement for this position is the completion of secondary education. However, candidates with a university degree (bachelor’s degree) in business or public administration, social science, or related fields will be given preference. This educational background is essential for understanding the complexities of program management and administrative support in a gender-focused organization.
Experience: Candidates must have a minimum of six years of progressively responsible experience in administrative or program management/support if they have completed secondary education. Alternatively, candidates with a bachelor’s degree are required to have at least three years of relevant experience. This experience should include working in a computer environment and utilizing various office software packages. Additionally, experience in supporting project monitoring and management, particularly in collaboration with strategic partners, is highly valued.
Languages: Fluency in Khmer and English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
