Job Overview:
The Social Senior Analyst position at UNOPS Myanmar involves supporting two critical projects: the Myanmar Health and Nutrition Support Project (HANS) and the Myanmar Strengthening Community Resilience Project (SCORE). The HANS project focuses on delivering essential health and nutrition services to vulnerable populations, particularly women and children, through partnerships with NGOs and community organizations. The SCORE project aims to enhance community resilience in response to ongoing crises by providing training, infrastructure support, and livelihoods assistance. The role requires analyzing environmental and social (E&S) instruments, ensuring compliance with international standards, and actively contributing to program planning and execution. The analyst will engage with stakeholders, monitor E&S standards, and lead the Grievance Redress Mechanism (GRM) to address community concerns effectively.

Duties and Responsibilities:
The Social Senior Analyst will be responsible for analyzing E&S instruments such as the E&S Management Framework (ESMF) and Stakeholder Engagement Plan (SEP), providing actionable insights for project alignment with the World Bank’s Environmental and Social Framework. The analyst will support program planning by advising on the integration of social standards and risk mitigation measures, ensuring compliance throughout project phases. Engaging with stakeholders, the analyst will guide partners in implementing social standards, facilitate discussions to address social risks, and ensure culturally appropriate consultations. Monitoring the effectiveness of E&S standards, preparing comprehensive reports, and continuously improving monitoring systems are key responsibilities. The analyst will also lead the development and management of the GRM, ensuring timely responses to grievances and analyzing trends to recommend strategic actions. Additionally, the role involves leading training sessions on social standards and documenting lessons learned for project improvement.

Required Qualifications:
Candidates must possess an advanced university degree in Social Science, Anthropology, Sociology, Development Studies, Community Development, or a related field. Alternatively, a first-level university degree combined with two years of relevant experience may be accepted. A minimum of two years of professional experience in social safeguards and sustainability is required for those with a Master’s degree, or four years for those with a first-level degree. Experience with the World Bank, UN agencies, or NGOs is valued, along with knowledge of environmental safeguards compliance and UN systems for social safeguards. Proficiency in computer software, particularly MS Office and Google Suite, is essential.

Educational Background:
An advanced university degree (Master's) in relevant fields such as Social Science, Anthropology, Sociology, Development Studies, or Community Development is required. A first-level university degree in these areas, combined with additional experience, may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of two years of professional experience in social safeguards and sustainability for candidates with a Master's degree, or four years for those with a first-level university degree. Experience working with international organizations such as the World Bank or UN agencies is highly regarded, as is familiarity with environmental safeguards compliance and UN policies.

Languages:
Excellent written and oral proficiency in English and Burmese is mandatory for this position. Candidates must demonstrate strong communication skills in both languages to effectively engage with stakeholders and report on project activities.

Additional Notes:
The contract type for this position is a Local Individual Contractor Agreement at the LICA-9 level, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
