Job Overview: The OECD's Economics Department (ECO) is seeking an Economist with a keen interest in competition and regulation to join the team responsible for the Product Market Regulation Indicators and related projects. This role involves working closely with junior economists and competition experts under the guidance of a senior economist. The successful candidate will contribute to analytical research, data management, and policy recommendations in the field of competition and market regulation. The position requires a strong analytical mindset and the ability to engage with various stakeholders to gather and validate economic and regulatory data, ensuring quality and consistency across OECD member countries and beyond.
Duties and Responsibilities: The main responsibilities of the Economist include conducting research on economic and institutional issues related to competition and regulation, contributing to projects that assess product market functioning, and identifying policy options for reform to achieve pro-competitive outcomes. The role also involves engaging with government officials to gather and validate economic and regulatory data, integrating this data through desk research, and managing and analyzing it using statistical and econometric techniques. Additionally, the Economist will draft and edit working papers, reports, and presentations on competition and regulation topics, prepare figures and tables, and contribute to the planning of capacity-building events, workshops, and seminars. The position requires maintaining effective working relationships with other divisions and external experts, as well as presenting OECD research findings to various audiences.
Required Qualifications: The ideal candidate should possess an advanced university degree (Masters or PhD) in economics or a related field, with a specialization in competition policy and economic regulation being highly desirable. A minimum of three years of relevant professional experience in competition and economic regulatory economics is required, which can be gained through work in national administrations, international organizations, ministries, private sector organizations, or think tanks. Candidates should have a strong understanding of microeconomic theory and policy, particularly in industrial organization, competition economics, and economic regulation. Experience in sector regulation of network industries such as gas, electricity, telecoms, and transport is advantageous. Proven ability to conduct economic and econometric analysis to address competition policy issues, along with excellent drafting and presentation skills, is essential. Experience in a multicultural working environment is also desirable.
Educational Background: Candidates must have an advanced university degree, such as a Master's or PhD, in economics or a related field. A specialization in competition policy and economic regulation is preferred, as it aligns closely with the responsibilities of the position and the objectives of the OECD's Economics Department.
Experience: The position requires a minimum of three years of relevant professional experience in competition and economic regulatory economics. This experience should ideally be acquired in a national administration, international organization, ministry, relevant private sector organization, or think tank. Candidates should demonstrate a strong knowledge of microeconomic theory and policy, particularly in relation to industrial organization and competition economics.
Languages: Fluency in English is mandatory, including strong drafting skills. Candidates should also have a working knowledge of French or a willingness to achieve a good working level in French. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the OECD's international mission.
Additional Notes: This position is a 12-month fixed-term appointment, with the possibility of renewal for a maximum of 36 months. The monthly salary starts at 6852.20 EUR, depending on the level of experience, plus allowances based on eligibility, and is exempt from French income tax.
