Job Overview:
The Resource Management Officer (RMO) will play a crucial role in supporting the Resource Management Unit (RMU) within the Directorate for Communications at the OECD. This position involves providing guidance and advice on human resources management and financial resource management to the Communications Impact, Standards and Capacity Building (CISC) Division. The RMO will work under the supervision of the Head of RMU and will be responsible for ensuring adherence to corporate human resources and financial rules, regulations, and policy guidelines. The role encompasses a variety of tasks including budget management, procurement processes, and human resources coordination, all aimed at enhancing the efficiency and effectiveness of the Directorate's operations.

Duties and Responsibilities:
The duties and responsibilities of the Resource Management Officer include supporting the Head of RMU with cost estimates, financial analyses, forecasts, and budget reports. The RMO will keep Power BI dashboards updated, monitor internal billing, and coordinate market consultations while ensuring compliance with OECD financial procedures. Additionally, the RMO will organize and monitor official missions for staff, handle purchase orders, and maintain accurate records for audit purposes. In terms of human resources, the RMO will coordinate staff recruitment, manage onboarding and offboarding processes, and assist with administrative tasks such as organizing workshops and meetings. The RMO will also contribute to the development of operational guidelines and best practices within the RMU.

Required Qualifications:
The ideal candidate for the Resource Management Officer position should possess a university degree in business or public administration, human resources management, finance, accounting, or a closely related field. Candidates should have at least one year of proven experience in a finance or HR position within an international context, with additional experience in a major national administration or an international inter-governmental organization considered an asset. Familiarity with OECD's structure, processes, and regulations, or similar experience in another international organization, is advantageous. Proficiency in IT systems relevant to the role, particularly SAP, is also required.

Educational Background:
Candidates must have a university degree in a relevant field such as business administration, public administration, human resources management, finance, or accounting. This educational background is essential for understanding the complexities of financial and human resource management within an international organization like the OECD.

Experience:
The position requires at least one year of relevant professional experience in finance or human resources, preferably in an international context. Experience in a major national administration or an international inter-governmental organization would be beneficial. Candidates should demonstrate a proven ability to apply administrative or financial procedures and policies effectively.

Languages:
Fluency in one of the two official OECD languages, English or French, is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to communicate in a diverse international environment.

Additional Notes:
This is a temporary assignment with a contract duration of one year, with the possibility of renewal. The ideal start date for the position is 20 April 2025 or as soon as possible thereafter.
