The Nuclear Energy Agency (NEA), operating under the OECD framework, facilitates cooperation among countries with advanced nuclear technology infrastructures, aiming for excellence in nuclear safety, technology, and related legal and environmental matters. The NEA assists its 34 member countries in developing the scientific, technological, and legal bases necessary for the safe and economical use of nuclear energy for peaceful purposes, providing authoritative assessments and fostering common understandings on key nuclear technology policy issues.

Job Overview:
The NEA is seeking a dynamic and experienced Office Manager to support the Director-General and the Office of the Director-General (ODG) in executing the Agency’s Programme of Work. The Office Manager will oversee the overall operations of the ODG, manage the Director-General's agenda, coordinate inputs from various units and divisions within the NEA, and ensure effective planning and implementation of missions involving the Director-General. This role requires a proactive individual who can facilitate communication and cooperation among NEA assistants, ensuring high-quality work and professional development opportunities. The Office Manager will work closely with the Director-General and senior management, thriving in a fast-paced environment and embracing the challenges that come with it.

Duties and Responsibilities:
The Office Manager will provide strategic support to the Director-General by ensuring timely responses to requests from the Director-General and other stakeholders, producing written inputs such as briefings, presentations, memoranda, and reports as necessary. The role involves liaising with the Office of Policy and Coordination and the Office of Resource Management to ensure timely internal communications regarding changes in procedures and office management. The Office Manager will contribute to the planning and organization of meetings and missions related to the Director-General's activities, coordinating with external partners and supporting senior management in implementing proposed actions. Additionally, the Office Manager will evaluate and assemble background documentation for meetings, assist in drafting and editing communications, and manage sensitive personnel matters. The role also includes matrix management of NEA assistants and secretaries, coaching junior staff, and acting as the primary contact for Heads of Division regarding requests to the Director-General. The Office Manager will coordinate staff meetings and internal events, propose workflow improvements, and provide regular reports to the Director-General on NEA division activities related to conferences and meetings. Furthermore, the Office Manager will contribute to mission planning, liaise with host country governments, and ensure business continuity processes are in place for unforeseen events.

Required Qualifications:
The ideal candidate should possess a university degree or equivalent experience in political science, management, administration, or related fields. A minimum of three years of relevant experience in national or international administration, government, or the public sector is required. Candidates should have a good understanding of coordinating and managing activities and processes, preferably gained through professional experience. Familiarity with the structure and activities of the OECD and knowledge of its administrative rules and procedures are advantageous. Experience in leading without direct influence and managing junior staff is also essential.

Educational Background:
Candidates must have a university degree or equivalent experience in political science, management, administration, or related fields. This educational background is crucial for understanding the complexities of the role and the environment in which the OECD operates.

Experience:
A minimum of three years of relevant experience in a national or international administration or within government or the public sector is required. This experience should include coordinating and managing activities and processes, ideally within an organization similar to the OECD.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. This bilingual requirement is essential for effective communication within the organization and with external stakeholders.

Additional Notes:
The position offers an open-ended appointment with a starting monthly salary of 5786 EUR, plus allowances based on eligibility, exempt from French income tax.
