Job Description
Job Posting Organization:
The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with global offices. Established to manage over 500 million USD in funding over the last 15 years, WEC focuses on climate action and environmental conservation, supporting key multilateral agreements like the Paris Agreement and the Sustainable Development Goals. The NDC Partnership, a coalition of nearly 200 countries and institutions, aims to drive climate action through sustainable development, facilitating the implementation of Nationally Determined Contributions (NDCs).

Job Overview:
The PAF Support Senior Associate will play a crucial role in supporting the Partnership Action Fund (PAF) process, ensuring smooth coordination, effective documentation, and timely execution of tasks across various functional areas. This includes managing Calls for Proposals (CFP), grant monitoring, and reporting. The position requires adaptability to evolving priorities and operational needs, providing on-demand support as necessary. The associate will be involved in updating guidance notes, centralizing queries, monitoring request statuses, and assisting in proposal development and evaluation.

Duties and Responsibilities:
  • Regularly update the PAF Window 1 guidance note to reflect process changes.
  • Centralize process questions and provide timely responses.
  • Ensure the PAF Window 1 Monday board is up to date.
  • Collect information on request statuses and identify delays.
  • Assist in monitoring quarterly Country Engagement Update Reports.
  • Compile progress reports and provide consolidated updates to the PAF Program Manager.
  • Assist in preparing requests for CFPs and manage data collection templates.
  • Organize information sessions for implementing partners.
  • Coordinate Evaluation Committees and track their progress. 1
  • Facilitate grant preparation and monitor budgets in grant proposals. 1
  • Support project closure by ensuring documentation is complete. 1
  • Provide ad hoc support to the PAF Manager and assist in communication material preparation.

Required Qualifications:
  • Secondary school diploma with a minimum of 7 years of relevant experience, or a Master's degree with 1 year of experience, or a Bachelor's degree with 3 years of relevant experience.
  • Experience in project management, operations management, monitoring, and reporting, preferably in international organizations.
  • Proficient in Microsoft Office/Google Suite, especially Excel.
  • Experience in grant management and stakeholder management is an asset.
  • Previous experience with UNOPS or another UN agency is desired.

Educational Background:
A secondary school diploma is required, with a preference for candidates holding a Master's degree in international development, economics, finance, project management, procurement, or a related field. A Bachelor's degree in a related discipline combined with additional relevant work experience may be accepted in lieu of a secondary school diploma.

Experience:
Candidates must have a minimum of 7 years of relevant professional experience in project implementation and delivery activities. Experience in project management, operations management, and grant management is essential. Familiarity with international cooperation and procurement is advantageous, as is previous experience with UN agencies.

Languages:
Proficiency in English is mandatory. Knowledge of another official UN language (French, Spanish, Russian, Arabic, or Chinese Mandarin) is considered an asset.

The contract type is Local ICA retainer, with a level of LICA 07 / ICS 0
