Job Overview:
The Shelter and Settlements Technical Officer will be responsible for the day-to-day implementation of the Shelter Program under NRC's Moldova operations. This role involves adhering to NRC policies and guidelines while implementing delegated Shelter project activities according to the action plan, particularly focusing on technical aspects. The officer will prepare technical status reports, ensure proper documentation, and assess beneficiary sites to identify those most in need. The position requires active participation in capacity-building initiatives and collaboration with other teams to ensure comprehensive service delivery to project participants. The officer will also focus on integrating gender and safe inclusion programming into shelter interventions, ensuring that all activities are carried out effectively at the field level. This role is crucial in enhancing the living conditions of displaced individuals, particularly through improving energy efficiency in shelters and fostering partnerships with local actors.

Duties and Responsibilities:
The duties and responsibilities of the Shelter and Settlements Technical Officer include:
  • Implementing Shelter project portfolio activities according to the action plan, focusing on technical aspects.
  • Preparing and developing technical status reports as required by management.
  • Ensuring proper filing of technical documents in both hard and soft copies.
  • Identifying and assessing new ways to assist beneficiaries effectively.
  • Promoting technical improvements in shelter programming.
  • Participating in capacity-building trainings and workshops organized by NRC.
  • Developing work plans for technical shelter activities.
  • Organizing and leading technical needs assessments and focus group discussions.
  • Supervising project participant selection based on technical criteria. 1
  • Preparing informational materials for beneficiaries regarding BoQs and scope of works. 1
  • Leading the supervision and monitoring of contractor work and repairs. 1
  • Consolidating site-level BoQs for procurement documents. 1
  • Developing technical specifications for materials and construction activities. 1
  • Tracking and recording information related to project participants and complaints. 1
  • Organizing field-level coordination with contractors and labor teams. 1
  • Leading field-level monitoring and evaluation activities related to technical implementation. 1
  • Performing any other relevant tasks as requested by the line manager.

Required Qualifications:
The required qualifications for the Shelter and Settlements Technical Officer position include:
  • Experience working as a Project Officer - Technical (or equivalent) in a humanitarian or recovery context.
  • Previous experience in complex and volatile environments.
  • Documented results related to the responsibilities of the position.
  • Knowledge of leadership skills and personal profile.
  • Fluency in spoken and written Romanian.
  • Basic fluency in written and spoken English.
  • Knowledge of additional local dialects is a plus.
  • Post-secondary technical education or higher in engineering, architecture, construction management, or equivalent.
  • At least one year of experience in a technical responsible position in an NGO or international company. 1
  • Proven experience in technical implementation of construction projects and monitoring construction activities.

Educational Background:
Candidates for the Shelter and Settlements Technical Officer position should possess a post-secondary technical education or higher in fields such as engineering, architecture, construction management, or equivalent disciplines. This educational background is essential to ensure that the officer has the necessary technical knowledge and skills to effectively carry out the responsibilities of the role, particularly in relation to construction and shelter programming.

Experience:
The position requires at least one year of experience in a technical responsible position, preferably within an NGO or an international company. Candidates should have proven experience in developing and implementing construction projects, monitoring construction activities, and ensuring adherence to technical standards during implementation. Experience in documenting progress related to shelter activities and developing Bills of Quantities (BoQs) is also essential. Familiarity with the context in Moldova, particularly regarding the technical needs of conflict-affected persons, is highly desirable.

Languages:
Fluency in spoken and written Romanian is mandatory for this position, as it is essential for effective communication with beneficiaries and stakeholders. Basic fluency in written and spoken English is also required, as it may be necessary for reporting and collaboration with international teams. Knowledge of additional local dialects is considered a plus, as it can enhance communication with diverse communities in Moldova.
