Job Overview: The Emergency Response Project Manager position at NRC Sudan is a critical role that involves overseeing the integration of the Livelihoods and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security (LFS) and Cash and Markets teams. The manager will be responsible for implementing multi-purpose and emergency cash assistance programs under the Cash Consortium for Sudan, pending donor approval. This includes managing a food security project aimed at subsidizing bread costs through cash grants to bakeries and providing bread vouchers to vulnerable households. The role also entails recalibrating NRC's market-based interventions in West and Central Darfur, coordinating with various partners, engaging in fundraising efforts, and developing proposals. A significant aspect of the position is negotiating with local authorities to ensure the principled implementation of cash responses and enhancing staff capacity in emergency response initiatives.
Duties and Responsibilities: The Emergency Response Project Manager will be tasked with several key responsibilities, including:
design" style="border-bottom: 1px dotted #007bff !important;">Program Design and Planning: Collaborating with partners and internal teams to monitor the humanitarian situation, particularly regarding displacements, and leading the design and development of relevant programs.
Emergency Monitoring & Preparedness: Regularly assessing emergency trends and socioeconomic vulnerabilities, maintaining an early warning system, and ensuring effective communication with stakeholders.
Partnership Management: Building strong relationships with partners, providing technical guidance, and delivering training sessions to enhance their capacity in program implementation.
Program Implementation: Overseeing cash and voucher assistance programs, ensuring adherence to design standards, and coordinating with various stakeholders to facilitate program activities.
Monitoring, Evaluation, and Learning: Collaborating with the MEL team to assess program effectiveness and facilitate learning among staff and partners.
Team Leadership: Managing staff in accordance with NRC procedures, fostering a positive work environment, and promoting professional growth.
Required Qualifications: Candidates must possess a minimum of five years of experience in humanitarian programs, with at least two years specifically in multi-sector emergency response programming. Strong communication skills and the ability to work effectively under pressure are essential. Proficiency in written and spoken English is required, while Arabic language skills are preferred. Candidates should demonstrate advanced planning and organizational skills, flexibility, and the ability to adapt to changing contexts. A proactive and reliable approach to work, along with the capability to operate independently in fast-paced environments, is also necessary.
Educational Background: A Bachelor’s degree or higher in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or certifications related to emergency response, humanitarian assistance, or project management.
Experience: The position requires a minimum of five years of relevant experience in humanitarian programs, with a focus on emergency response. Candidates should have a proven track record of managing complex projects in challenging environments, demonstrating their ability to lead teams and coordinate with multiple stakeholders effectively.
Languages: Fluency in English is mandatory, with high proficiency in both written and spoken forms. Knowledge of Arabic is considered an advantage, as it will facilitate communication with local communities and stakeholders.
Additional Notes: The duty station for this position is in West and Central Darfur, with a contract duration of six months, subject to extension based on performance and funding availability. The role requires approximately 40% field travel to various locations, including remote and potentially insecure areas.
