Job Overview:
The Shelter and Wash Coordinator position is crucial for implementing the Shelter project portfolio under NRC's operations in Moldova. The role involves managing a team of technical officers, ensuring adherence to NRC policies and government regulations, and contributing to the development of project strategies and proposals. The coordinator will oversee the implementation of shelter projects, ensuring they meet the needs of the most vulnerable populations affected by displacement. This includes improving living conditions, enhancing energy efficiency in shelters, and fostering partnerships with local actors. The coordinator will also be responsible for capacity building within the team and ensuring that gender and safe inclusion programming are integrated into all aspects of the projects.

Duties and Responsibilities:
The Shelter Coordinator will have a range of responsibilities including: managing the Shelter and Settlement project implementation team, conducting needs assessments, developing community messaging, overseeing technical rehabilitation works, and ensuring compliance with project standards. The coordinator will assist in the development of training materials, manage project budgets, and ensure that all documentation is properly filed. They will also be responsible for liaising with local authorities and other stakeholders, planning and supervising distribution activities, and ensuring that all NRC Standard Operating Procedures are adhered to during distributions. Additionally, the coordinator will promote the rights of refugees and ensure that the projects are designed to meet the specific needs of beneficiaries.

Required Qualifications:
Candidates must possess a university degree in engineering, architecture, project management, or a related field. They should have experience working in complex and volatile contexts, with a strong background in project management, including staff management and team building. Experience in financial management, budgeting, and administration is essential, as well as experience in planning and implementing construction projects. Strong communication, analytical, and negotiation skills are required, along with proficiency in Microsoft Office applications. Knowledge of project management software such as Microsoft Project and CAD is a plus. Fluency in English and Romanian is mandatory, while knowledge of Ukrainian or Russian is considered an asset.

Educational Background:
A university degree in engineering, architecture, project management, or a related subject is required for this position. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to effectively manage shelter projects and coordinate with various stakeholders.

Experience:
Candidates should have significant experience working in humanitarian contexts, particularly in shelter and settlement programs. They should have a proven track record of managing projects and teams, as well as experience in monitoring and documenting project implementation. Previous experience with humanitarian organizations is preferred, especially in roles that involve direct project management and coordination.

Languages:
Fluency in English and Romanian, both written and verbal, is mandatory for this position. Knowledge of Ukrainian or Russian is considered an asset, as it may facilitate communication with beneficiaries and local partners.
