Job Overview: The Monitoring and Evaluation Consultant will play a crucial role in supporting the implementation of the KOICA Regional ME Project, which aims to provide life-saving sexual and reproductive health (SRH) and gender-based violence (GBV) services to vulnerable women and girls in Palestine and Lebanon. The consultant will be responsible for grant management, ensuring compliance with donor requirements, and providing integrated reporting support. This position requires collaboration with various stakeholders, including KOICA local and regional offices, UNFPA country offices, and field teams. The consultant will also be involved in organizing coordination meetings, documenting key decisions, and developing frameworks for knowledge sharing and impact storytelling. The role is essential for tracking grant implementation, managing deadlines for reporting, and supporting stakeholder engagement efforts.
Duties and Responsibilities: The consultant's duties will include managing and tracking grant implementation throughout its lifecycle, providing monthly updates on implementation and oversight. They will ensure timely submission of donor narrative and financial reports, develop mechanisms for knowledge sharing, and coordinate communication efforts to document project impact. The consultant will facilitate monthly reporting meetings with KOICA, support stakeholder engagement, and organize events related to the ME component of the project. Additional responsibilities include preparing meeting agendas, taking minutes, and providing administrative support as needed. The consultant will also be expected to develop a work plan with clear deliverables and timelines at the start of the consultancy.
Required Qualifications: Candidates must possess a Bachelor's Degree in development, social sciences, international relations, business administration, or a related field. They should have at least three years of professional experience in grant management, project management, resource mobilization, and report writing. A minimum of one year of international experience is required, along with knowledge of the UN system and UNFPA's policies. Excellent writing skills in English are essential, and experience with donor reporting systems, particularly KOICA, is advantageous. Candidates should demonstrate strong interpersonal skills, proficiency in office software, and a commitment to the ideals of the United Nations.
Educational Background: A Bachelor's Degree in a relevant field such as development, social sciences, international relations, or business administration is required for this position. This educational background will provide the necessary foundation for understanding the complexities of grant management and project implementation within the context of international development and humanitarian assistance.
Experience: Candidates should have a minimum of three years of substantive experience in areas such as grant management, project/programme management, resource mobilization, and partnership development. At least one year of this experience should be at the international level, demonstrating the ability to navigate complex environments and work with diverse stakeholders. Familiarity with UNFPA's mandate and policies is preferred, as is experience in preparing communication materials and providing logistical support for events.
Languages: Fluency in English is mandatory for this position, as the consultant will be required to produce high-quality written reports and communicate effectively with stakeholders. Knowledge of Korean is considered an asset, which may enhance communication with KOICA representatives and facilitate collaboration on the project.
Additional Notes: This consultancy is a full-time position, with payments made on a monthly basis. The consultant will work from the UNFPA Regional Office in Cairo or remotely from Seoul, adhering to the Cairo work week schedule. The role may involve minimal travel (approximately 30%).
