In Ukraine, DRC has been operational since 2014, employing over 800 staff members and implementing emergency responses across various sectors, including Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding. The organization utilizes direct interventions, supports duty bearers, collaborates with civil society organizations (CSOs), and forms partnerships to enhance its impact. DRC is committed to adapting its durable solutions portfolio to meet the evolving context of the region, ensuring that it remains responsive to the needs of those it serves.

Job Overview:
The DRC is seeking a highly qualified IT Specialist (Victim Assistance Website Specialist) to join its team in Kyiv. This role is pivotal as it involves secondment to the Ministry of Economy, where the specialist will provide direct support and collaboration within its framework. The primary responsibility of the specialist will be to manage and maintain the Victim Assistance (VA) Web Platform, which has been developed in cooperation with external developers to centralize critical services for victims of explosive ordnance (EO) in Ukraine. This platform serves as a vital resource, offering information on healthcare access, psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support, retraining and employment opportunities, financial assistance, social services, and legal aid. The specialist will also oversee the Demine Ukraine National Mine Action Platform, ensuring that both platforms function effectively and meet user needs. The role requires a proactive approach to managing technical and content operations, ensuring continuous improvements, and preparing for the eventual handover of the platforms to the Ministry of Economy.

Duties and Responsibilities:
The duties and responsibilities of the IT Specialist (Victim Assistance Website Specialist) include:
  • Website Management and Maintenance: Oversee the Victim Assistance Platform and the Demine Ukraine National Mine Action Platform, ensuring smooth operation and addressing user needs. Implement necessary technical updates, including software patches and security" style="border-bottom: 1px dotted #007bff !important;">security updates, in collaboration with external developers and DRC’s IT team. Optimize platform functionalities for usability and accessibility, monitor site performance, troubleshoot technical issues, and manage user access and permissions to ensure data security.
  • Content Management and Updates: Manage content on the platforms using Drupal 10 CMS, ensuring accuracy and relevance. Regularly update service listings and resource materials based on stakeholder feedback, design and upload visual elements to enhance user experience, and ensure adherence to DRC’s guidelines.
  • Design and Development: Identify and implement improvements in design and functionality based on user feedback, collaborate with developers on major updates, and stay informed about the latest web design best practices.
  • Training and Handover: Develop training materials and conduct sessions for Ministry personnel on platform management, provide ongoing technical support, and adapt user manuals for a smooth transition.
  • Coordination and Collaboration: Work closely with DRC management, external stakeholders, and the Ministry of Economy to align the platform with user needs, collaborate with external developers on technical challenges, and liaise with various DRC teams to support the organization’s mission and strategic goals.

Required Qualifications:
To qualify for this position, candidates must possess strong experience in managing content management systems, particularly Drupal, along with website maintenance, design, and development. Essential qualifications include proficiency in HTML, CSS, JavaScript, and web development best practices, as well as experience with MySQL databases, PHP, and hosting platforms. Candidates should have a solid understanding of responsive design principles and web accessibility standards, familiarity with other CMS platforms, and knowledge of SEO principles for content optimization. Experience with visual design tools and the ability to design and implement UX/UI improvements are also required. Additionally, candidates should demonstrate strong time management, organizational skills, and excellent interpersonal and communication abilities.

Educational Background:
Candidates must hold a Bachelor’s degree in IT, web design, computer science, digital communications, or a related field. Relevant certifications, such as Drupal certification, are desirable and will enhance a candidate's profile for this position.

Experience:
The ideal candidate should have at least 3 years of experience in managing content management systems, specifically Drupal, and in website maintenance, design, and development. Experience in providing training or capacity-building support, particularly to non-technical users, is also expected.

Languages:
Advanced written skills in English and Ukrainian are mandatory for this position. Proficiency in additional languages would be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
This position offers a contract with a 3-month probation period, with the possibility of extension based on funding availability and performance. The role is classified as Band G.2, which is non-managerial. The duty station is in Kyiv, with a start date anticipated in May 202
