Job Overview:
The Information Management Officer will play a crucial role in supporting the NRC Country Office in Ukraine by managing information systems and ensuring effective data management across various programs and projects. This position is part of the Monitoring, Evaluation, and Learning (MEL) Department, where the officer will collaborate closely with the IM coordinator and the IM team at the Area Offices. The officer will be responsible for developing and maintaining information management systems that meet the needs of NRC's core competencies. The role requires a strong understanding of data management principles and practices, as well as the ability to ensure compliance with NRC policies and national legislation. The officer will also contribute to the development of reports, assessments, and strategy documents, ensuring that data quality is maintained and that systems are up-to-date with the latest information.

Duties and Responsibilities:
The Information Management Officer will have a wide range of responsibilities, including ensuring compliance with NRC policies and national legislation regarding data security" style="border-bottom: 1px dotted #007bff !important;">security and protection. The officer will oversee the day-to-day responsibilities of Area-based Information Management Technical officers and Database Officers, ensuring that they adhere to established guidelines and standards. Key duties include developing and maintaining an efficient IM system, managing resources for system development, and contributing to donor reports and assessments. The officer will also be responsible for ensuring data quality through checks and validation processes, identifying opportunities for improvement in IM processes, and ensuring timely backups and proper filing of documents. Specific responsibilities include overseeing database operations, supporting reporting processes, producing high-quality reports, managing data collection processes, and liaising with other staff to understand information management needs. The officer will also design data collection tools and provide technical guidance on data capture processes, ensuring that NRC's data protection policy is applied to all activities.

Required Qualifications:
Candidates for the Information Management Officer position should possess a strong background in information management or monitoring and evaluation, with a minimum of 2 years of relevant experience, preferably in an international NGO context. A Bachelor's Degree or higher in a technical field is required. Candidates should have excellent command of English, both written and verbal, as well as fluency in spoken and written Ukrainian. Experience with data management tools such as KOBO, ODK, or similar mobile data collection tools is highly desired. Strong analytical skills, data literacy, and proficiency in MS Office applications, particularly Excel and Power BI, are essential. Candidates should also demonstrate the ability to communicate effectively and work collaboratively with diverse teams.

Educational Background:
The educational background required for the Information Management Officer position includes a Bachelor's Degree or higher in a technical field or a related discipline. This educational foundation is essential for understanding the complexities of information management and data analysis within the humanitarian context. Candidates should have a solid grasp of monitoring and evaluation principles, as well as familiarity with data management systems and tools.

Experience:
The position requires a minimum of 2 years of experience working in information management or monitoring and evaluation, preferably within a humanitarian or recovery context. Candidates should have hands-on experience in project implementation and a proven track record of managing data collection processes and ensuring data quality. Experience in coding questionnaires and analyzing data using tools like Excel or Power BI is also necessary. The ideal candidate will have a strong understanding of the challenges faced in humanitarian settings and the ability to adapt to changing circumstances.

Languages:
Fluency in English is mandatory, both written and verbal, as well as fluency in spoken and written Ukrainian. These language skills are essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset, particularly if they relate to the regions where NRC operates.
