Job Overview:
The Project Officer will play a crucial role in the development and management of FAO's programming related to the rehabilitation of agricultural lands contaminated by Unexploded Ordnances (UXO) and Explosive Remnants of War (ERW) in Ukraine. This position is vital in addressing the immediate and long-term impacts of the ongoing conflict on food security and agricultural productivity in the region. The incumbent will be responsible for coordinating projects and teams, providing technical support and analysis, and ensuring the effective implementation of rehabilitation projects. The role requires collaboration with various stakeholders, including government officials, international organizations, and local communities, to promote best practices and knowledge sharing in the field of agricultural rehabilitation.

Duties and Responsibilities:
The Project Officer will be responsible for a wide range of duties, including but not limited to: researching and analyzing technical issues related to the development and implementation of assigned projects; producing technical documents and reports; providing technical support to assessments and field projects; collaborating on the development of tools and systems; overseeing the updating of databases and web pages; participating in multidisciplinary teams and leading working groups; ensuring the quality of capacity development activities; promoting knowledge sharing at international meetings; providing technical advice on project development and evaluation; reviewing documents and identifying priorities; preparing written outputs such as background papers and reports; leading field missions and guiding external consultants; developing policies and strategies; preparing work and procurement plans; establishing project monitoring tools; overseeing project implementation; and representing FAO in relevant coordination forums.

Required Qualifications:
Candidates must possess an advanced university degree in business administration, public administration, social science, political science, international development, international relations, or a related field. Additionally, a minimum of five years of relevant experience in project or programme management, administration, or a related area is required. Candidates should demonstrate proficiency in English (level C) and intermediate knowledge of another official FAO language (Arabic, Chinese, French, Russian, or Spanish) at level B. Competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as business administration, public administration, social science, political science, international development, or international relations. This advanced degree is crucial for understanding the complexities of project management and the socio-political context in which FAO operates, particularly in emergency situations like those faced in Ukraine.

Experience:
Candidates should have a minimum of five years of relevant experience in project or programme management, administration, or a related area. Experience in field positions and working in more than one location or area of work is highly desirable. Additionally, candidates should have a strong background in liaising with international donor organizations and development partners, as well as experience in emergency contexts, which is considered an asset for this role.

Languages:
Proficiency in English is mandatory, with a requirement for candidates to have an intermediate knowledge of another official FAO language, which could include Arabic, Chinese, French, Russian, or Spanish. This multilingual capability is essential for effective communication and collaboration with diverse stakeholders in the international development community.
