Job Overview:
The Administrative and Budget Support Specialist position is crucial for the effective management of financial records and administrative operations within the FAO office in Kyiv. The role involves supporting financial record management, data retrieval, and verification, as well as overseeing office management tasks such as lease agreements and budget monitoring. The specialist will be responsible for preparing reports, handling administrative correspondence, and ensuring compliance with FAO procedures. This position is essential for maintaining smooth operations and supporting the organization's mission to enhance food security and resilience in Ukraine, particularly in conflict-affected regions.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks including: managing and administering financial records and monitoring systems; coordinating data retrieval and analysis from various sources; composing and finalizing administrative correspondence; maintaining detailed records of budget estimates and obligations; preparing recurring and special reports on budgetary performance; ensuring administrative arrangements for the Country Office; acting as the focal point for purchase requisitions and invoice processing; supporting management in the Business Continuity Plan; reviewing payment requests; processing accounting adjustments; and performing other related duties as required.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Management, Project Management, or a related field. They should have at least two years of relevant experience in administrative support, financial record management, budget monitoring, or procurement support. A strong working knowledge of English and Ukrainian is required, as well as being a national of Ukraine. Candidates should also demonstrate core competencies such as results focus, teamwork, communication, and building effective relationships.

Educational Background:
A university degree in a relevant field such as Business Administration, Management, or Project Management is required. The FAO only considers higher educational qualifications obtained from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of two years of relevant experience in administrative support, financial record management, budget monitoring, or related operational functions. Candidates should have a proven track record of working effectively in similar roles, demonstrating the ability to manage financial records and support office administration.

Languages:
Fluency in both English and Ukrainian is mandatory, with a working knowledge at Level C or native proficiency. Additional language skills may be considered an asset but are not specified as mandatory.
