Job Overview:
The National Project Officer will play a crucial role in supporting the implementation of the ILO's Decent Work Country Programme for Ukraine, which focuses on enhancing skills, employment, enterprise development, social protection, and labor reforms. This position is integral to the ILO's Productivity Ecosystems for Decent Work program, which aims to address productivity growth and decent work creation across various levels in Ukraine. The officer will work closely with the Programme Manager and project team to ensure that project activities align with the overall objectives of the ILO and the specific needs of the Ukrainian labor market. The role involves providing technical advice to partners, promoting ILO standards, and ensuring effective collaboration with various stakeholders, including government agencies, NGOs, and the private sector. The National Project Officer will also be responsible for monitoring project progress, preparing reports, and facilitating communication among project partners.

Duties and Responsibilities:
  • Support the Project Manager in the daily implementation of project activities, ensuring alignment with project objectives and strategies.
  • Collaborate with the Competitiveness for Recovery Programme to design and revise annual work plans and budget proposals, focusing on institutional capacity development and gender equality.
  • Provide technical advisory services to project partners on enterprise and sector development, coordinating efforts with other ILO projects in Kyiv.
  • Establish partnerships with ILO constituents, donors, NGOs, and UN agencies to foster a supportive environment for productive employment.
  • Review and analyze project work plans and reports for clarity and completeness, monitoring progress and addressing any delays.
  • Expedite implementation of interventions by coordinating with beneficiaries and ensuring targets are met.
  • Assist in resource programming and control, preparing budget estimates and expenditure forecasts.
  • Contribute to the preparation of technical reports and progress updates for internal and external stakeholders.
  • Participate in conferences, workshops, and training sessions, representing the project as needed. 1
  • Provide briefings and relevant information to ILO specialists and project experts, and assist with official correspondence and translation as required. 1
  • Perform additional duties as assigned by the Project Manager and director" style="border-bottom: 1px dotted #007bff !important;">Country Director.

Required Qualifications:
Candidates must possess a first-level university degree in business administration, economics, or a related field. They should have a solid understanding of project administration, evaluation concepts, and the ILO's mandate. Knowledge of enterprise support systems in Ukraine and financial regulations is essential. Strong analytical skills, effective communication abilities, and proficiency in Microsoft Office applications are also required. Candidates should demonstrate collaborative skills and the ability to work independently in a multicultural environment.

Educational Background:
A first-level university degree in business administration, economics, or a related field is required for this position. This educational background provides the necessary foundation for understanding enterprise development and project management within the context of the ILO's mission.

Experience:
The position requires a minimum of two years of professional experience at the national level in enterprise development, industrial policy implementation, or project management. Experience with UN and ILO projects is highly valued, as is familiarity with government ministries and social partners. Candidates should have a proven track record of working effectively in diverse teams and managing complex projects.

Languages:
Excellent knowledge of Ukrainian and English, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with various stakeholders.

Additional Notes:
This position is a fixed-term contract for one year, starting in April 2026, with the possibility of extension based on performance and funding availability.
