Job Overview: The consultancy position aims to provide technical and analytical support to the WHO Ukraine Health Financing Unit. The consultant will play a crucial role in strengthening health financing policy and implementation in Ukraine, particularly focusing on the Program of Medical Guarantees (PMG). This involves developing technical products, conducting policy analysis, and providing regulatory inputs to support health reforms. The consultant will work on priority service areas such as rehabilitation, mental health care, and emergency medical services (EMS), while also addressing broader health financing priorities related to governance and European Union (EU) accession. The role requires generating evidence, developing policy-relevant documents, and contributing to coordination and capacity-building activities in health financing.
Duties and Responsibilities: The consultant will be responsible for conducting desk reviews of health financing systems and policies in Ukraine and relevant regional contexts. They will collect, document, analyze, and synthesize relevant data and information from various sources, including WHO meetings. The consultant will develop technical documents and analytical products tailored to the Ukrainian context and provide technical advice through policy briefs, analytical notes, and data visualizations. Additionally, they will support the organization and facilitation of meetings and technical discussions, providing technical support for the development of country-level technical products in priority areas such as rehabilitation financing, mental health financing, and EMS financing. The consultant will generate evidence and analytical inputs related to health financing reform priorities, including governance of the PMG and cross-border care, and support the organization and delivery of WHO health financing meetings, workshops, and training activities planned for 2026.
Required Qualifications: The position requires a Bachelor's degree in medicine, health financing or management, public health, or a related field. Essential qualifications include at least two years of relevant professional experience at the national level in health financing, health system development, or a related field. Desirable qualifications include four years of relevant professional experience at national or international levels, experience preparing technical health financing reports, and familiarity with the National Health Service of Ukraine or the Ministry of Health of Ukraine.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as medicine, health financing or management, or public health. This educational background is essential for understanding the complexities of health financing systems and policies.
Experience: The consultant should have a minimum of two years of relevant professional experience at the national level in health financing or health system development. Desirable experience includes four years at national or international levels, with a focus on health financing, health economics, or health system development. Experience in preparing technical reports and working with health authorities in Ukraine is also beneficial.
Languages: Expert knowledge of English and Ukrainian is essential for this position. Strong report-writing skills in both languages are required, along with the ability to communicate effectively with various stakeholders.
