Job Overview:
The National Consultant will play a crucial role in supporting the coordination and expert assistance for gender audits and gender-responsive budgeting in Ukraine. This position involves working closely with UN Women and relevant state authorities to ensure that gender audits are effectively conducted in partner state institutions. The consultant will adapt methodologies for gender audits, support various stages of the audit process, and provide expert advice on integrating gender aspects into budget programs. The consultant will also facilitate discussions, consultations, and training sessions to promote knowledge sharing and capacity building among stakeholders. The overarching goal is to establish a sustainable framework for gender-responsive changes in Ukraine, ensuring that gender equality principles are integrated into governance and public administration.

Duties and Responsibilities:
The consultant's responsibilities will include:
  • Supporting the coordination and execution of gender audits in partner state institutions, which involves adapting methodologies, conducting data collection and analysis, and preparing reports and action plans.
  • Performing additional gender audit-related tasks as needed, including assisting state institutions in implementing audit recommendations.
  • Providing expert support and policy advice on gender-responsive budgeting, including the integration of gender aspects into budget reviews and analyses.
  • Organizing and coordinating expert discussions, consultations, and events related to gender audits and budgeting, engaging various stakeholders.
  • Facilitating training sessions on gender audits and budgeting for state institutions and stakeholders.
  • Establishing and coordinating communities of practice for gender audits and budgeting to promote knowledge exchange and collaboration among experts and practitioners.

Required Qualifications:
Candidates must possess an advanced (Master’s) degree or equivalent in public administration, law, social science, international relations, human rights, gender studies, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have at least 5 years of relevant work experience in human rights, gender equality, governance, or related fields, with proven experience in gender assessments, analyses, and evaluations. Experience in providing advisory support to government institutions on gender equality issues is essential, along with a strong understanding of national and international commitments to gender equality and women's empowerment in Ukraine.

Educational Background:
The educational background required for this position includes an advanced (Master’s) degree in relevant fields such as public administration, law, social science, international relations, human rights, or gender studies. Alternatively, a first-level university degree with additional qualifying experience may be considered. This educational foundation is crucial for understanding the complexities of gender issues and the legal and social frameworks that govern them.

Experience:
Candidates should have a minimum of 5 years of relevant work experience following their Master’s degree. This experience should be in areas such as human rights, gender equality, governance, public administration, or related fields. Proven experience in planning and conducting gender assessments, analyses, and evaluations is required, as well as experience in providing technical support to government institutions on gender equality and women's empowerment issues. Familiarity with gender-sensitive data and the ability to coordinate meetings and consultations with government authorities are also essential.

Languages:
Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and facilitating broader engagement in gender equality initiatives.

Additional Notes:
This consultancy is home-based, with the possibility of visits to UN Women or state institutions as needed. Travel is not anticipated, but if required, arrangements will follow UN Women’s regulations. The position is expected to involve full-time commitment, and candidates should be prepared to engage in mandatory UN Women trainings. The consultant will be expected to adhere to UN Women’s values and competencies, including integrity, professionalism, and respect for diversity.
