Job Overview:
The Fleet Management Specialist plays a crucial role in ensuring the effective management of the fleet operations within FAO Ukraine. This position is vital for maintaining vehicle availability, ensuring roadworthiness, and implementing safety measures while controlling costs. The specialist will oversee all aspects of fleet management, including maintenance, repairs, fuel management, and technical documentation. The role requires a proactive approach to monitoring vehicle utilization, mileage, and operating costs, ensuring compliance with organizational policies and safety standards. The Fleet Management Specialist will coordinate with drivers, service providers, and insurance processes to maintain an efficient and reliable fleet, which is essential for supporting FAO's humanitarian and resilience programming in conflict-affected areas of Ukraine.

Duties and Responsibilities:
The Fleet Management Specialist is responsible for a variety of tasks that ensure the smooth operation of fleet services. Key responsibilities include maintaining an updated inventory of all vehicles, overseeing daily vehicle assignments, monitoring fuel consumption, and ensuring timely maintenance and repairs. The specialist will manage accidents and incidents, maintain accurate logs and documentation, and support procurement processes related to fleet operations. Additionally, the role involves supervising drivers, ensuring compliance with safety standards, and providing administrative support to the unit. The specialist will also contribute to knowledge sharing and best practices within the organization, ensuring that all fleet-related tasks are completed efficiently and effectively.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Management, Transport Management, Logistics, or a related field. A minimum of three years of progressively responsible experience in fleet or transport operations management, logistics, or a related operational role is required. Proven experience in applying administrative controls, vehicle maintenance, and managing daily vehicle operations is essential. Candidates must also have a working knowledge of English and Ukrainian at a Level C or native proficiency and must be nationals of Ukraine.

Educational Background:
The position requires a university degree in a relevant field such as Business Administration, Management, Transport Management, or Logistics. The educational qualifications must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED). This ensures that the candidate has received a quality education that meets international standards.

Experience:
The ideal candidate should have at least three years of relevant experience in fleet or transport operations management. This experience should include progressively responsible roles that demonstrate the candidate's ability to manage logistics and operational tasks effectively. Experience in UN, NGO, or international organization environments is highly desirable, as it indicates familiarity with the unique challenges and requirements of working in humanitarian contexts.

Languages:
Proficiency in both English and Ukrainian is mandatory for this position, with a requirement for Level C or native proficiency. This language capability is essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not mandatory.
