Job Overview:
The Senior People & Culture Officer will play a pivotal role in supporting the People & Culture Manager in implementing efficient Human Resources (HR) processes. This includes managing benefits administration, employee relations, HR information systems (HRIS), training and development, and performance management. The officer will address employee relations issues, serve as a point of contact for team members and managers regarding personal employee information, and conduct new-hire orientations and exit interviews. The position requires a proactive approach to ensure that HR processes are streamlined and effective, contributing to a positive workplace culture and employee satisfaction. The officer will also prepare special reports using HRIS data and oversee the organization of HR paperwork, ensuring compliance with organizational policies and procedures.

Duties and Responsibilities:
The Senior People & Culture Officer will oversee the recruitment and onboarding process, ensuring a smooth transition from vacancy identification to the onboarding of new staff. Responsibilities include submitting employee data for new hires in HRIS, tracking salary offers, conducting new-hire orientations, and providing general orientation to new employees about FHI 360's mission and policies. The officer will also orient staff to training resources, develop and implement tracking systems for staffing activities, and coordinate performance management training. Additionally, the officer will maintain the HR SharePoint, monitor probationary periods, and support the Ukrainian People & Culture team in benefits administration and payroll processes. The role involves communicating HR policies effectively, conducting HR trend analysis, and addressing employee relations issues as they arise.

Required Qualifications:
Candidates must possess a Bachelor’s Degree or its international equivalent in Business Administration, Social Sciences, Finance, or Human Resources. A minimum of 5-7 years of experience providing comprehensive HR administrative support in an office setting is required, with prior experience in a non-governmental organization (NGO) considered a plus. Related HR specialized training is also necessary. Proficiency in MS Office Suite and HRIS/Data Base systems is essential, along with cultural sensitivity and an understanding of the needs of vulnerable populations. Strong report writing and documentation skills are required, as well as the ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree or its equivalent in relevant fields such as Business Administration, Social Sciences, Finance, or Human Resources. This educational foundation is crucial for understanding the complexities of human resources management and organizational behavior, which are essential for the effective execution of the role's responsibilities.

Experience:
The position requires 5-7 years of relevant experience in providing a full range of HR administrative support within an office environment. Candidates with experience in non-governmental organizations (NGOs) will have an advantage, as they will be familiar with the unique challenges and dynamics of working in such settings. Experience in HR specialized training is also beneficial, as it demonstrates a commitment to professional development and a deep understanding of HR practices.

Languages:
Fluency in Ukrainian is mandatory, with excellent oral and written proficiency required. Proficiency in English is also necessary, as it will facilitate communication within the organization and with international partners. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and stakeholders.
