Job Overview: The Associate Human Resources Officer position is integral to the United Nations Development Coordination Office (DCO), specifically within the Business Management Branch. The role involves providing comprehensive human resources support to managers and staff, ensuring that human resources policies and procedures are effectively implemented. The officer will be responsible for coordinating recruitment processes, managing onboarding and offboarding, and advising on entitlements and benefits. This position also requires the officer to stay updated on human resources developments and contribute to staff development initiatives. Duties and Responsibilities: The duties and responsibilities of the Associate Human Resources Officer include providing advice and support on human resources matters, coordinating recruitment and placement activities, preparing vacancy announcements, and overseeing onboarding and offboarding processes. The officer will review recommendations on entitlements, serve on examination boards, and monitor the work of Human Resources Assistants. Additionally, the officer will administer salary and benefits, provide guidance on policies, and coordinate with finance on temporary assistance positions. The role also involves identifying staff development needs, designing training programs, and maintaining the human resources filing system. The officer will prepare reports, track HR initiatives, and ensure the accuracy of information on the team's SharePoint page.

Educational Background: A first-level university degree in human resources management, business or public administration, social sciences, education, or a related field is required for this position. Experience: Candidates must have a minimum of two years of progressively responsible experience in human resources management, administration, or a related area. Experience within the UN common system agencies, funds, and programs is required, along with familiarity with ERP/Oracle-based recruitment systems. Desirable experience includes working in large multilateral organizations, administering senior-level positions, and utilizing data visualization tools for reporting and analysis.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas: reading, speaking, writing, and understanding, while knowledge is rated as 'Confident' in two of the four areas.
Additional Notes: The appointment for this position is initially for one year and may be subject to extension based on funding availability.
