Job Overview:
The Administrative Manager is responsible for overseeing the Finance and Human Resources departments at the base level. This role involves ensuring the implementation of Solidarités International's procedures related to accounting, budget management, payroll, and HR policies. The Administrative Manager will provide advice and support to the Field Coordinator and other departments to ensure sound financial management and the smooth completion of projects. Additionally, the role includes managing and developing the capacity of the department and serving as the primary contact for the Human Resources Coordinator and Finance Coordinator at the base level. The position is critical in navigating the challenges posed by new tools and procedures, the revision of responsibilities between the coordination office and the Dnipro base, and the complexities of labor legislation and the administrative environment.

Duties and Responsibilities:
  • Ensure the implementation of financial management procedures at the base level, including accounting and budget management.
  • Manage payroll processes and ensure compliance with HR policies.
  • Advise and support the Field Coordinator and other departments in financial management.
  • Develop and implement a localization strategy through systematic appraisals, career development, training, and external recruitment.
  • Train budget holders and promote a culture of financial risk management.
  • Collaborate with the Human Resources Coordinator and Finance Coordinator to ensure effective departmental management.
  • Address challenges related to new tools and procedures, and assist in the ongoing RACI exercise to clarify responsibilities.
  • Monitor and adapt to the security" style="border-bottom: 1px dotted #007bff !important;">security constraints in Dnipro, ensuring the safety of operations and personnel.

Required Qualifications:
  • Bachelor’s or Master’s Degree in Business or Public Administration, Finance, or Humanitarian Studies.
  • A minimum of 3-4 years of experience in the humanitarian sector.
  • 0-2 years of experience in a similar position.
  • Strong technical skills in budget and accounting management.
  • Familiarity with HOMERE software and knowledge of Ukrainian labor legislation is a plus.
  • Proven ability in audit processes and financial oversight.

Educational Background:
Candidates must possess a Bachelor’s or Master’s Degree in relevant fields such as Business Administration, Public Administration, Finance, or Humanitarian Studies. This educational background is essential for understanding the complexities of financial management and human resources in a humanitarian context.

Experience:
The position requires candidates to have 3-4 years of experience in the humanitarian sector, with 0-2 years specifically in a similar administrative role. This experience is crucial for navigating the challenges of financial management and human resources in a dynamic and often complex environment.

Languages:
Fluency in English is mandatory, while proficiency in Ukrainian and/or Russian is highly desirable. This linguistic capability is essential for effective communication within the team and with local stakeholders.

  • The role is based in Dnipro, Ukraine, and involves working under security constraints due to the ongoing conflict. The salary is competitive, starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 700 is provided, along with accommodation costs and travel expenses covered by the organization. Breaks are structured with a system of alternation between work and time off, and expatriates receive a comprehensive insurance package covering healthcare expenses and essential vaccinations.
