Job Overview: The AIDA director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director – Gaza serves as the Head of Office for the Association of International Development Agencies (AIDA) in Gaza, reporting directly to the AIDA Executive Director. This role is pivotal in managing INGO coordination and engagement with UN and member agencies in Gaza. The Deputy Director will represent INGOs at high-level meetings, chair coordination meetings, and ensure compliance with donor requirements. The position requires a proactive approach to advocacy, operational challenges, and effective programming, with a focus on enhancing the collective influence of international NGOs in the region. The Deputy Director will also be responsible for contextual analysis and contingency planning, ensuring that the needs of affected populations are prioritized in all operations.
Duties and Responsibilities: The Deputy Director will facilitate INGO coordination in Gaza, identifying gaps and opportunities for enhanced collaboration. Key responsibilities include ensuring high-level representation in decision-making platforms, supporting advocacy efforts on critical humanitarian issues, and engaging with members and stakeholders in field locations. The Deputy Director will lead coordination meetings, participate in task forces, and maintain stakeholder mappings to inform strategic engagement. Additionally, the role involves managing the INGO Forum office in Gaza, ensuring compliance with donor regulations, and integrating safeguarding practices into all work. The Deputy Director will also be responsible for developing induction materials for new members and staff, and maintaining effective communication with various stakeholders.
Required Qualifications: Candidates must possess an advanced degree in a relevant field or an undergraduate degree with significant field experience. A minimum of 5-7 years of experience in humanitarian or development aid is required, preferably in complex emergencies or insecure areas. At least 2-3 years of experience in a senior leadership position within an INGO is essential. Candidates should demonstrate knowledge of key thematic areas such as access, protection, and humanitarian aid architecture in conflict settings, as well as experience in budget and grant management and donor reporting. Proven ability to build relationships and facilitate dialogue among diverse stakeholders is crucial.
Educational Background: An advanced degree in a relevant field is preferred, although candidates with an undergraduate degree and substantial field experience will also be considered. The educational background should align with the responsibilities of managing complex humanitarian and development programs, particularly in conflict-affected areas.
Experience: The ideal candidate will have 5-7 years of experience in humanitarian or development aid, with a strong preference for those who have worked in complex emergencies or insecure environments. Experience in a senior leadership role within an INGO, such as head of unit or deputy country director, is required. Candidates should have a proven track record of success in INGO coordination and a deep understanding of the humanitarian coordination system, particularly in the context of the occupied Palestinian territories.
Languages: Fluency in English, both written and spoken, is mandatory. Excellent writing, editing, and analytical skills are essential for effective communication and reporting. While Arabic language skills are desirable, they are not mandatory. Candidates should possess strong public speaking abilities and the capacity to represent collective views to various stakeholders.
Additional Notes: The position is based in Gaza and requires up to 50% travel across Jerusalem, Gaza, and the West Bank. This role may involve travel to insecure locations with limited amenities. Housing will be provided in individual apartments or shared accommodations within Gaza. Access to medical care is limited in Gaza, but adequate services are available outside the region. The position is unaccompanied, and team members are expected to conduct themselves professionally at all times, adhering to local laws and Mercy Corps policies.
