Job Overview:
The National Technical Specialist Health Resilience Adaptation, Mitigation to Climate Change will play a crucial role in managing the GCF programme in Indonesia, which aims to enhance the health system's capacity to adapt to climate change. This position involves overseeing day-to-day project implementation, ensuring that project results align with the approved project document and annual work plans. The specialist will collaborate closely with various stakeholders, including government officials, UN agencies, and civil society, to ensure effective project delivery. The role requires strategic planning, technical guidance, and the ability to navigate complex project environments to achieve desired outcomes.

Duties and Responsibilities:
The National Technical Specialist will lead and manage the project team, ensuring effective planning and implementation of project activities. Key responsibilities include:
  • Leading strategic planning and formulation of the project’s annual work plan, including budget and procurement plans.
  • Developing detailed implementation plans and supervising project execution to ensure quality outputs within time and cost constraints.
  • Providing direction and guidance to the project team, fostering a positive working environment.
  • Conducting technical reviews of project documents to ensure high standards are met.
  • Managing critical issues and troubleshooting problems during project implementation.
  • Ensuring compliance with UNDP regulations and government standards.
  • Integrating gender equality perspectives into project interventions.
  • Facilitating partnerships and resource mobilization efforts.
  • Leading monitoring and evaluation activities to track project progress and outcomes. 1
  • Identifying capacity-building needs and organizing relevant training and workshops.

Required Qualifications:
Candidates must possess a strong background in project management, with a minimum of five years of relevant experience (seven years with a bachelor's degree). Solid communication and networking skills are essential, along with proficiency in office software and web-based management systems. The ability to produce high-quality work under pressure and adapt to changing priorities is crucial. Experience in leading teams and providing strategic advice to senior leaders is required, as well as a proven track record of working effectively with diverse stakeholders.

Educational Background:
An advanced university degree (master's degree or equivalent) in Health, International Development, Public Policy, Management, Business, Economics, Social Science, Health Science, Environmental Science, or related fields is required. A first-level university degree (bachelor’s degree) combined with additional qualifying experience may also be considered.

Experience:
The position requires a minimum of five years of relevant experience in project management and team leadership. Candidates should have solid experience in communication, networking, and partnership development, as well as a strong understanding of environmental, climate change, or disaster risk reduction issues related to health. Experience working with UN agencies or development projects in Indonesia is highly desirable.

Languages:
Fluency in English and Indonesian (reading, writing, speaking) is mandatory. Additional language skills may be considered an asset but are not required.
