Job Overview: The Area Programme Manager (APM) plays a crucial role in overseeing the NRC’s West Bank Area Office program, ensuring that it aligns with the strategic direction and quality assurance standards set by the organization. The APM is responsible for the monitoring and evaluation of NRC Palestine’s integrated programs, ensuring that all projects meet relevant quality and compliance standards. This position requires a strong leader with multi-sector program management experience, particularly in the humanitarian sector, who can mentor and develop staff while contributing to new program development. The APM will also be involved in strategic planning, quality management, and the integration of various programs, making it essential for candidates to have a strong focus on program strategy and donor compliance.
Duties and Responsibilities: The duties and responsibilities of the Area Programme Manager include:
Providing area-specific input relevant to Core Competency (CC) strategies and contributing to the development of technical Standard Operating Procedures (SOPs) and tools.
Leading and supporting a coordinated and multi-sectorial response, including emergency response, ensuring technical quality in the Area Office and effective project cycle management.
Ensuring compliance with donor standards and adherence to NRC policies and procedures.
Overseeing grant management, ensuring high-quality reporting both internally and to donors.
Identifying and developing funding strategies, forecasts, and project proposals to support program initiatives.
Managing resources in line with project needs and funding availability, collaborating with relevant support departments.
Driving the implementation of learning initiatives and capacity building for program staff, including Core Competencies Project Managers, Coordinators, and the Area coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator.
Representing NRC in sectorial coordination, clusters, and/or working group meetings as required.
Required Qualifications: Candidates must possess a minimum of a Bachelor's degree in a relevant domain, with a preferred Master's degree. They should have at least 5 years of experience in a management position within a humanitarian or recovery context, with significant previous experience in complex and volatile environments. Candidates should demonstrate expertise in multi-sectorial program development and implementation, particularly in at least one of NRC Palestine’s core competencies. Strong leadership and management skills, along with a proven ability to develop people, are essential. Additionally, candidates must have fluency in English, both written and verbal, and a sound knowledge of the Palestinian context.
Educational Background: The educational background required for this position includes a minimum of a Bachelor's degree in a relevant field, with a preference for candidates holding a Master's degree. This educational foundation is crucial for understanding the complexities of humanitarian work and the specific challenges faced in the Palestinian context.
Experience: The position requires a minimum of 5 years of experience in a management role within a humanitarian or recovery context. Candidates should have significant experience working in complex and volatile environments, demonstrating their ability to navigate challenges and implement effective programs. Experience in multi-sectorial program development and implementation is also essential, particularly in relation to NRC Palestine’s core competencies.
Languages: Fluency in English is mandatory, both written and verbal. Knowledge of Arabic or other relevant languages would be considered an asset, enhancing communication with local communities and stakeholders.
Additional Notes: This position is based in the West Bank, Palestine, and offers a fixed-term contract of 12 months, with the possibility of extension subject to performance and availability of funds.
