Job Overview: The position of International Consultant on Gender-Based Violence (GBV) Coordination Mechanism is designed to support UN Women Cambodia in enhancing the coordination of GBV working groups at both national and sub-national levels. The consultant will conduct assessments of existing coordination mechanisms, develop Standard Operating Procedures (SOPs), and provide technical support to the Ministry of Women's Affairs (MoWA) and other stakeholders. The role requires a deep understanding of gender equality principles, GBV prevention strategies, and the ability to engage diverse groups in participatory consultations. The consultant will work closely with various stakeholders, including government agencies, civil society organizations, and marginalized communities, to ensure effective coordination and response to GBV cases. The expected deliverables include comprehensive reports, SOPs, and training materials aimed at strengthening the capacity of stakeholders involved in GBV response and prevention.
Duties and Responsibilities: The consultant will be responsible for conducting a comprehensive review of existing coordination mechanisms, developing a guiding framework for participatory consultations, and analyzing findings to produce high-quality reports. Specific duties include:
Conducting desk reviews of relevant policies, guidelines, and existing practices related to GBV coordination.
Developing a practical framework for stakeholder consultations, including tools and plans for data collection.
Leading consultations with key stakeholders, including government representatives and survivors of GBV.
Analyzing data and producing reports that highlight good practices and areas for improvement in GBV coordination.
Developing SOPs to enhance coordination among GBV working groups, ensuring alignment with international standards.
Providing technical support and training to MoWA and other stakeholders on coordinated approaches to GBV response.
Facilitating training sessions and preparing progress reports on training outcomes.
Required Qualifications: Candidates must possess a Master’s degree (or equivalent) in social and political sciences, human rights, gender equality, development studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of 10 years of professional experience in gender policy development, EVAW program planning, monitoring, evaluation, and resource mobilization, preferably within the UN system or an international organization. Familiarity with multi-sectoral coordination and prevention programs addressing gender equality and GBV is essential, along with comprehensive knowledge of gender-sensitivity and responsive research methodologies.
Educational Background: A Master’s degree in social and political sciences, human rights, gender equality, development studies, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The educational background should reflect a strong foundation in gender issues and development practices.
Experience: The position requires a minimum of 10 years of professional experience in addressing gender issues, policy development, and EVAW program planning and implementation. Candidates should have prior experience in multi-sectoral coordination and prevention programs that address gender equality, violence prevention, and victim support services. Familiarity with intervention programs supporting GBV survivors, such as legal aid and healthcare, is also essential. Experience working in women's human rights and gender-related work in Asia and the Pacific, particularly in Cambodia, is a strong asset.
Languages: Fluency in English is required, both oral and written. Proficiency in additional languages relevant to the local context may be advantageous but is not mandatory.

The consultant may be required to travel to Cambodia or its provinces as needed for the assignment, with travel costs reimbursable based on actual expenses. Payments will be based on the achievement of deliverables rather than the number of days worked, and will be made upon submission and approval of deliverables by the National Country Programme Coordinator.
