Job Overview:
The Construction Project Manager will play a crucial role in managing and monitoring education construction activities in Afghanistan, specifically focusing on school infrastructure. This position is part of a UNICEF project and will involve close collaboration with the Education Section to ensure that construction projects align with the organization's goals and standards. The incumbent will provide high-quality technical guidance on building technologies, particularly in regions prone to natural disasters and conflicts. The role requires a community-based approach to construction, ensuring that projects meet the needs of local communities. The Construction Project Manager will oversee the full scope of work, ensuring timely completion and adherence to UNICEF procedures and guidelines. This position demands strong project management skills, technical expertise in construction, and the ability to engage effectively with various stakeholders, including government counterparts, engineering firms, and community organizations.

Duties and Responsibilities:
  • Collaborate with UNICEF Programmes/Operations: Provide technical support in construction project management, assist in developing community infrastructure proposals, and contribute to project planning and implementation. Attend meetings, prepare presentations, and draft project reports for stakeholders.
  • Prepare design and technical documents: Define the scope of construction works, ensure compliance with UNICEF norms and standards, and verify technical documents for clarity and completeness. Obtain necessary permits for construction activities.
  • Support the contracting process: Assist in preparing tender documents, attend bidders' conferences, and respond to technical inquiries from bidders.
  • Monitor construction projects: Conduct kick-off meetings, perform regular site visits, and ensure compliance with health and safety standards. Certify payments and monitor construction expenditures. Support contract management and participate in the final reception of works.

Required Qualifications:
The ideal candidate should possess strong project management skills, technical expertise in construction, and experience working in complex environments. They should demonstrate the ability to collaborate effectively with various stakeholders and have a deep understanding of community needs. The candidate must also exhibit strong analytical skills, attention to detail, and the ability to adapt to changing circumstances. A commitment to UNICEF's mission and values is essential, as well as the ability to work under pressure and maintain a positive attitude in challenging situations.

Educational Background:
A bachelor's degree in civil engineering, architecture, or a related field is required. Advanced degrees or certifications in project management or construction management are highly desirable. Knowledge of UNICEF's standards and practices in construction is an advantage.

Experience:
Candidates should have a minimum of 5 years of professional experience in construction project management, preferably in a humanitarian or development context. Experience working in Afghanistan or similar environments is highly valued. Proven track record of managing construction projects from inception to completion, including experience with community engagement and stakeholder management, is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Afghanistan, such as Dari or Pashto, is highly desirable and will enhance communication with local communities and stakeholders.

Additional Notes:
This position is a UN Volunteer assignment, and the successful candidate will be required to live within a secured compound in Afghanistan due to the security" style="border-bottom: 1px dotted #007bff !important;">security situation.
