Job Overview:
The Procurement Officer in Dnipro is responsible for the day-to-day implementation of procurement functions, which include the procurement of goods, works, and services necessary for project activities in East Ukraine. This role is crucial in supporting the organization's logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations and ensuring compliance with established policies and donor requirements. The officer will work under the guidance of the Logistics Coordinator for East Ukraine and will be expected to contribute to the development of logistics as a support service within the organization. The position requires a proactive approach to managing procurement activities, ensuring that all processes are conducted efficiently and transparently, and that all documentation is properly maintained for audit purposes.

Duties and Responsibilities:
The Procurement Officer will have a wide range of duties and responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing delegated logistic functions according to the Plan of Action; conducting daily operational procurement activities; supporting resource administration to achieve deliverables within set budgets and timelines; preparing procurement reports as required; developing standard operating procedures (SOPs); ensuring proper filing of procurement documents; promoting improvements in the logistics function; ensuring compliance with procurement processes; contributing to the development of logistics as a support service; consulting and providing guidance to program and support staff; participating in project planning and procurement; managing purchase documentation; attending Tender Committee meetings; maintaining a vendor database; preparing documents for management approval; managing contract processes; conducting analyses and creating reports on procurement activities; and reporting potential fraud cases. The officer will also perform other duties as assigned by the Line Manager.

Required Qualifications:
Candidates must possess a minimum of 1 year of relevant experience in procurement, particularly in a humanitarian or recovery context. They should have experience in contract management and participation in tenders. Proficiency in Office software, particularly Word and Excel, is required. Additionally, candidates should have a basic understanding of the context in which NRC operates and demonstrate documented results related to the responsibilities of the position. Strong technical knowledge of the humanitarian sector is considered a strong asset.

Educational Background:
While specific educational requirements are not detailed, candidates are typically expected to have a background that supports their understanding of procurement processes and logistics within a humanitarian context. Relevant certifications or training in procurement or logistics management may be beneficial.

Experience:
The position requires at least 1 year of relevant experience in procurement, particularly in complex and volatile contexts.
