Job Overview: The primary objective of this consultancy is to assist the National Institute of Statistics of Niger (INS-Niger), particularly the Central Bureau of Census (BCR), in conducting digital census mapping and enumeration in security" style="border-bottom: 1px dotted #007bff !important;">security-challenged municipalities. The consultant will employ innovative approaches to estimate population figures in areas that are difficult to access due to security issues, utilizing geospatial data such as satellite images, remote sensing data, and digital maps. This role requires advanced technical skills in geospatial analysis, data processing, and statistical modeling, as well as the ability to train local statisticians and demographers in these methods. The consultant will be responsible for integrating geospatial data with existing census information to enhance the accuracy of population estimates, ensuring that the methodologies used are sustainable and can be adopted by local institutions.
Duties and Responsibilities: The consultant will undertake the following duties:
Download and preprocess geospatial data relevant to Niger, including satellite images, radar data, and infrastructure maps.
Integrate this data with existing census information from municipalities facing security challenges.
Account for internal population displacements linked to insecurity to refine estimation models.
Identify and compile available geospatial data at national and international levels, assessing its quality, resolution, and relevance for population estimation.
Develop a detailed work organization plan and produce accurate population estimates for the municipalities in question.
Create a methodological note based on similar experiences and present a comprehensive report detailing the methodology, results, and recommendations.
Train national staff on the use of specialized software and geospatial estimation methods.
Ensure effective execution of the project in multiple phases, with a focus on rigorous management of activities and deliverables.
Required Qualifications: The ideal candidate must possess the following qualifications:
A Master's degree (Bac+5) in statistics, demography, or related fields.
Proficiency in statistical and mapping software, including CsPRO, SPSS, STATA, R, and ARCGIS.
Proven experience in using and training on SAE techniques with census and survey data.
Fluency in French is mandatory; knowledge of additional languages is an asset.
Previous experience working in Niger is advantageous.
A successful track record of executing similar missions is required.
Educational Background: Candidates must hold a Master's degree (Bac+5) in statistics, demography, or a related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to perform the tasks required in this consultancy effectively.
Experience: The consultant should have substantial experience in demographic estimation using geospatial data, particularly from satellite imagery. A minimum of several years of relevant experience in statistical analysis, data processing, and geospatial modeling is expected. Experience in training local staff and working in challenging environments is also highly desirable.
Languages: Fluency in French is mandatory for this position, as it is the working language. Knowledge of additional languages may be beneficial but is not required. The ability to communicate effectively in French is crucial for collaboration with local stakeholders and for the successful execution of the consultancy.
Additional Notes: The duration of the consultancy will be determined in agreement with the consultant and will be executed in multiple phases to ensure effective management of activities. The consultant will be based in Niamey, Niger, and will report to the General Director of INS and the Coordinator of RGPH
