Job Overview:
The Associate Operational Data Management Officer (ODMO) plays a crucial role in supporting the operational data systems and activities within UNHCR. This position is essential for ensuring that data management functions are carried out effectively across various levels of the organization, including country operations, regional bureaux, and headquarters. The ODMO is responsible for managing and overseeing the use of core operational data applications, which include systems for refugee registration and identity management. The role requires close collaboration with technical units to ensure that data systems meet global standards and effectively support the organization's mission to protect and empower persons of concern. The ODMO will provide high-quality, user-focused support services to field operations and partners, ensuring that data-related activities align with agreed standards and objectives. This position also involves monitoring data quality, providing user access to systems, and ensuring compliance with data protection protocols.

Duties and Responsibilities:
The duties and responsibilities of the Associate Operational Data Management Officer include: managing the use and maintenance of core operational data applications; performing database administrator functions for local field server machines; responding to user access permissions for UNHCR staff and partners; designing and developing standard reports and templates; diagnosing and resolving technical user errors; providing capacity building and guidance to technical users; monitoring user management and conducting regular clean-ups of user accounts; analyzing user requests and queries; assisting with data quality assessments and data mapping; conducting data collection audits; supporting the design of operational reports and statistics; and keeping abreast of evolving technology to support operational data management systems. The ODMO will also be responsible for ensuring that data collection and management practices adhere to UNHCR standards and guidelines, and will perform other related duties as required.

Required Qualifications:
Candidates for the Associate Operational Data Management Officer position must possess excellent computer skills, particularly in data management, and have technical expertise in registration and operational data management. Knowledge of SQL or Microsoft Dynamics CRM is essential, as is familiarity with UNHCR data standards and procedures. Previous experience in registration or individual case management, including the use of UNHCR proGres and/or BIMS software, is desirable. Candidates should also have strong analytical skills and the ability to work collaboratively with diverse teams.

Educational Background:
The educational background required for this position includes a degree in Computer Science, Information Technology, Economics, Statistics, Social Science, or a related field. For candidates with a P3/NOC level, a minimum of 6 years of relevant experience with an undergraduate degree, or 5 years with a graduate degree, or 4 years with a doctorate degree is required. For P2/NOB level, 3 years of relevant experience with an undergraduate degree, or 2 years with a graduate degree, or 1 year with a doctorate degree is necessary.

Experience:
The level of experience needed for the Associate Operational Data Management Officer position includes a strong background in data management and operational data systems. Candidates should have a proven track record of working with data collection methodologies, database design and development, and protection data management systems. Experience in training and coaching technical staff is also beneficial, as is familiarity with UNHCR's operational context and data management practices.

Languages:
Knowledge of English and the UN working language of the duty station (French in this case) is mandatory. Additional languages are not specified but could be beneficial for communication within the organization and with local partners.
