Job Overview: The consultant will be responsible for developing programs related to gender, climate, and security, aimed at integrating gender issues into government policies, particularly concerning the impact of climate change. This role involves leading the development of pilot projects to assist municipalities in conceptualizing and implementing innovative local initiatives to combat climate change. The consultant will work closely with national offices and partners to enhance their capacities and contribute to the establishment of strategic partnerships. The position requires a strong understanding of the intersection of gender, climate, and security issues, and the ability to provide technical and political support to national program teams.
Duties and Responsibilities:
Lead the development of gender and climate change programs in collaboration with government entities, including the creation of program/project documents that integrate security aspects. Provide technical contributions to program proposals and advice on contextualizing program documents and national strategies. Coordinate monitoring and reporting on gender, climate, and security initiatives in collaboration with program teams.
Provide substantial technical and political support to national office program teams for the development, implementation, and strengthening of projects/programs that align with global standards. Conduct strategic planning and monitoring missions to support local partners. Develop and implement capacity-building initiatives related to gender, climate, and security, including support for women peacebuilders and local communities.
Establish and strengthen strategic partnerships with stakeholders and partners, including women peacebuilders, civil society organizations, and intergovernmental organizations. Produce periodic updates and information notes on legislative changes related to climate and disaster management.
Support the development of resource mobilization strategies for gender, climate, and security within the national office, including providing technical support for resource mobilization efforts.
Required Qualifications: A master's degree or equivalent in environmental/climate studies, gender studies, human rights, international development, or a related field is required. A bachelor's degree combined with two additional years of qualifying experience may be accepted in lieu of a master's degree. Candidates should have at least 5 years of progressively responsible experience in design" style="border-bottom: 1px dotted #007bff !important;">program design and management, promoting gender equality and climate security, or a similar field, with experience in developing countries. Experience in capacity building, policy analysis, and strategic planning is essential. Experience working in West Africa on gender and climate issues is highly desirable, as is experience with the United Nations.
Educational Background: Candidates must possess a master's degree or equivalent in relevant fields such as environmental studies, gender studies, human rights, or international development. A bachelor's degree with additional qualifying experience may be considered.
Experience: Candidates should have a minimum of 5 years of relevant experience in progressively responsible roles related to program design and management, with a focus on gender equality and climate security. Experience in developing countries and collaboration with government and civil society organizations is essential. Familiarity with capacity building and strategic planning is also required, along with the ability to travel frequently within the country.
Languages: Fluency in French is required, while knowledge of English is considered an asset.
