Job Overview: The Resilience Programme Officer plays a crucial role in ensuring that program sites progress according to the Country Strategic Plan (CSP) resilience pathway. This involves moving communities from stabilization through Food Assistance for Assets (FFA) to sustainable livelihoods, market access, and risk protection. The officer will translate program strategy into coordinated operational implementation, aiming to progressively reduce community dependence on humanitarian assistance. The position is based in Niamey and reports directly to the Head of the Resilience Unit, while also receiving general guidance from the Head of Programme. The role requires a proactive approach to managing program implementation and ensuring that the objectives of the resilience framework are met effectively and efficiently. The officer will work closely with various stakeholders, including sub-offices and partners, to facilitate the successful execution of resilience initiatives.
Duties and Responsibilities: The Resilience Programme Officer will be responsible for a variety of key accountabilities, including but not limited to: A. Resilience Progression Framework - Finalizing and operationalizing the progression model, defining maturity stages and transition criteria, testing and validating the framework with sub-offices and partners, and establishing a monitoring and continuous improvement mechanism. B. Site Progression Management - Classifying sites according to their progression level, validating transition proposals, supporting communities towards productive autonomy, and identifying sites ready to reduce assistance. C. Operational Coordination - Coordinating implementation with sub-offices and partners, providing operational support and resolving bottlenecks, supervising operational monitoring of designated resilience team members, and ensuring harmonization of approaches across regions. D. Economic Integration and Risk Management - Coordinating activities with farmer organizations, integrating anticipatory action and protection mechanisms, supporting value chain development, and ensuring alignment with government technical services. E. CSP Integration and Partnerships - Linking productive sites to local procurement and school feeding, coordinating with social protection programs, contributing to the Sahel Resilience Partnership, and ensuring contributions to CSP results. F. Monitoring and Decision Support - Supervising progression monitoring with the Knowledge Management team, producing operational analyses, identifying sites facing difficulties, and providing regular operational briefs to stakeholders.
Required Qualifications: Candidates must possess a Master’s degree in development, agricultural economics, public policy, food systems, or a related field, along with five years of relevant experience. Alternatively, candidates with a First University Degree and seven years of related work experience will also be considered. Applicants should demonstrate responsible experience in program management, field operations, or resilience/livelihoods programming. Additionally, candidates should have experience in coordinating multi-stakeholder programs and proven experience in supervising or coordinating technical and field teams.
