Job Overview:
The UN Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system in Niger, leading the UN Country Team and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC is responsible for coordinating UN support to the government in achieving the 2030 Agenda, advocating for sustainable development, and fostering partnerships with various stakeholders, including civil society, academia, and the private sector. The role requires a deep understanding of the UN's mission and the ability to navigate complex political environments while promoting the values of the UN Charter, including human rights and gender equality.

Duties and Responsibilities:
The Resident Coordinator will represent the UN at high levels of government, engage with diverse partners to address national development needs, and lead the UN Country Team in developing and monitoring the UN Cooperation Framework. Responsibilities include coordinating system-wide support to the government, promoting UN values, fostering strategic partnerships, and ensuring effective communication of UN efforts. The RC will also oversee country financing instruments, manage security coordination, and facilitate collaboration among UN entities to enhance the impact of development initiatives. Additionally, the RC will lead efforts in humanitarian response coordination when necessary and ensure the integration of development and humanitarian programming.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in fields such as development studies, international relations, or social sciences. A first-level university degree with relevant experience may be accepted in lieu of a Master's degree. The position requires over 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in senior-level inter-agency coordination is essential, along with strong diplomatic skills and political judgment.

Educational Background:
A Master's degree or equivalent postgraduate qualification in relevant fields is required. Candidates with a first-level university degree and significant relevant experience may also be considered. The educational background should align with the responsibilities of the position, emphasizing development, international relations, or related disciplines.

Experience:
Candidates should have over 15 years of experience in leadership roles at the international level, with a focus on development, human rights, or humanitarian work. Experience in managing and coordinating humanitarian programs, operations, and advocacy in complex environments is desirable. Previous experience as a Resident Coordinator or in senior inter-agency coordination roles is required, along with a solid understanding of the West African context and the ability to engage with various stakeholders.

Languages:
English and French are mandatory working languages for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. Arabic is considered a desirable language, also requiring UN Level III proficiency. Candidates must demonstrate strong language skills to effectively communicate and engage with diverse stakeholders in the UN system and the host country.

Additional Notes:
The selected candidate may be designated as Humanitarian Coordinator and is expected to start as soon as possible. The position is classified as a D duty station, with a typical assignment duration of three years, subject to change based on the hardship classification.
