Job Overview: The Grants Officer position is a critical role within IDLO, focusing on the effective technical and financial management of the program’s sub-grants. The incumbent will be based in Niamey, Niger, and will collaborate closely with both internal teams and external stakeholders, ensuring compliance with IDLO’s policies and procedures. The Grants Officer will report to the Finance Manager and work alongside the Field Programme Manager, as well as various units at IDLO Headquarters in Rome. This role requires a proactive approach to managing sub-grant processes, from governance and coordination to monitoring and reporting, ensuring that all activities align with IDLO’s strategic objectives and donor requirements. The successful candidate will play a vital role in supporting the financial integrity and operational effectiveness of the organization’s programs.
Duties and Responsibilities: The Grants Officer will undertake a range of responsibilities, including ensuring compliance with IDLO’s sub-grant governance policies, supporting the management of sub-grant agreements, and coordinating the identification and selection of Implementing Partners (IPs). The incumbent will facilitate collaboration among various teams, maintain comprehensive records of sub-grants, and monitor performance against established work plans and budgets. Additionally, the Grants Officer will review narrative and financial reports, prepare status and risk reports, and support the financial and programmatic close-out of sub-grants. The role also involves conducting site visits, facilitating capacity-building activities for IPs, and performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a bachelor’s degree in relevant fields such as Finance, Accounting, or Business Administration. A minimum of five years of progressively responsible experience in grants or sub-grants management is required, preferably with bilateral or multilateral donors. An internationally recognized professional qualification such as ACCA or CPA is desirable. Candidates should demonstrate experience in managing sub-grant processes, working with Implementing Partners, and familiarity with ERP systems. Proficiency in Microsoft Office, particularly Excel, is essential, along with a strong understanding of financial controls and risk management.
Educational Background: The educational background required for this position includes a bachelor’s degree in relevant fields such as Finance, Accounting, Business Administration, or a related discipline. This foundational education is crucial for understanding the complexities of financial management and compliance in the context of grants and sub-grants.
Experience: The position requires a minimum of five years of progressively responsible experience in grants or sub-grants management. This experience should ideally include working with bilateral or multilateral donors, managing sub-grant processes from partner selection to close-out, and engaging with Implementing Partners in donor-funded programs. Familiarity with ERP systems and experience in financial management are also advantageous.
Languages: Fluency in English and French, both written and spoken, is mandatory for this position. This bilingual requirement is essential for effective communication with diverse stakeholders and for ensuring compliance with reporting and documentation standards.
Additional Notes: This position is locally recruited and offers an Affiliate contract of 12 months, with the possibility of extension based on performance and funding availability. The annual basic salary is XOF 13,648,001, along with medical insurance and leave entitlements as per IDLO Employee Regulations. Candidates must be nationals of Niger or possess permanent resident status or legal authorization to work in the country. Local recruits are not eligible for international allowances or benefits.
