The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (RCO) play a crucial role in this reform, supporting countries in their development priorities. The Development Operations Coordination Office (DCO) oversees the resident coordinator system, ensuring it is well-configured to support the acceleration of the 2030 Agenda. The UN RCO in Niger is led by an empowered UN Resident Coordinator, who is the highest-ranking official of the UN Development System in the country.

Job Overview:
The UN Partnerships Officer will be stationed in the UN Resident Coordination Office in Niger and will report to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. The role focuses on providing strategic support for partnerships aimed at achieving the SDGs. This includes advising on the development and implementation of the UN Partnership Strategy, coordinating with various stakeholders, and ensuring effective engagement with civil society and the private sector. The officer will also be involved in resource mobilization initiatives and will work closely with the UN Country Team to develop tailored strategies for partnership and funding.

Duties and Responsibilities:
The Partnerships Officer will assist in providing substantive support for strategic planning and coordination of UNCT partnerships. Key responsibilities include advising on the UN Partnership Strategy, supporting working groups for effective implementation, liaising with UN entities, and building strong relationships with development partners and the government. The officer will also monitor resource mobilization partnerships, support the development of funding frameworks, and contribute to knowledge management and capacity development related to partnerships. Additionally, the officer will engage in advocacy and communication efforts to improve development assistance policies and practices.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project management, and resource mobilization in development cooperation. Experience in developing strategic partnerships across various sectors, including government and civil society, is essential. Familiarity with inclusion strategies that promote gender equality and youth participation is desirable. The officer should also have experience in designing and implementing partnerships and resource mobilization strategies, as well as knowledge of UN interagency coordination.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or business analytics is an advantage.

Experience:
The position requires a minimum of five years of relevant experience, with a proven track record in strategic partnerships, project management, and resource mobilization. Experience in developing partnerships across government, private sector, and civil society organizations is crucial. Familiarity with inclusion strategies and knowledge management in development cooperation is also beneficial.

Languages:
Fluency in French is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. English is desirable, also at UN Level II proficiency. Candidates should be able to communicate effectively in both languages, particularly in a professional context.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to budgetary approval and availability of funds. The position is open to nationals of Niger, and candidates must be recruited within the country or commuting distance of the office.
